The “Support to the Reform of the Northern Agriculture and Forestry College” (SURAFCO) project is part of the Swiss Agency for Development and Cooperation (SDC) Agriculture and Food Security domain. The project is implemented through HELVETAS Swiss Intercooperation in close partnership with the Northern Agriculture and Forestry College (NAFC) situated in Luang Prabang (with CTA and PM stationed in Vientiane) and four vocational colleges countrywide: Champasak (Champasak Agriculture and Forestry College - CAFC), Savannakhet (Savannakhet Agriculture and Forestry College - SAFC) Bolikhamxay (Bolikhamxay Agriculture and Forestry College - BAFC) and Thangon (Thangon Irrigation College - TIC). Over the last 10 years, HELVETAS has been supported through sub-contracting, assistance in curriculum development by HAFL, School for Agriculture, Forest and Food Sciences of Bern University of applied sciences, Switzerland (former SCA) and in infrastructure development by SKAT, the Swiss Resource Centre and Consultancies for Development. After two years of SURAFCO phase III SDC together with MAF decided to conduct a Mid Term Review (MTR) in order to assess the progress of the project with emphasis on issues related to the key topics of this final phase of SURAFCO: consolidation and capitalization. The MTR shall focus on relevant issues to achieve the planned outcomes and to ensure the sustainability beyond the project.
