Albania has made some progress in establishing an enabling framework for the civil society as required by the EU accession process. In 2015 the Government of Albania approved a road map towards a more enabling environment for civil society. In the meantime, Civil Society Organisations (CSOs) are still concentrated in Tirana and heavily depend on donor financing, since there are no tax incentives for donations from companies or individual donors. Laws for the procurement of CSO services by municipalities is also lacking. There are nine key donors supporting the civil society and they apply quite complementary support tools and instruments. They coordinate their activities in a Civil Society Sector Working Group which meets regularly.
