Only around 1’000 of the more than 9’000 registered civil society organisations (CSOs) in Kosovo can be considered as active at present. The donor landscape is fragmented and more than 20 donors support the sector. Several granting schemes are operational at present regularly launching calls. It is evident, that donor dependence is high in terms of funds as well as thematic orientation. The strengthening of the civil society – especially the organisations and think tanks advocating for new and inclusive reforms – is relevant for advancing policy-making towards further democratization. The promotion of democracy through an active civil society is defined as priority by the Government of Kosovo as well as the various donors.
