VAP is implemented by the Development Policy Institute (DPI). The project aims at more transparent and effective management of local finances by Local Self-Government (LSG) through increased accountability and citizen participation in decision-making processes. PSI is implemented by the Consortium of HELVETAS Swiss Intercooperation (HSI) and the Development Policy Institute (DPI). The project aims at improving the system of service management at the local level, responding to the demands of citizens in a timely and efficient manner.
