The Small Business and Income Creation Programme Alai and Chon-Alai is in its fourth year of implementation and nearing completion of phase 1. In order to take stock of its performance so far, and to draw lessons for a possible re-adjustment of a next phase, the programme was evaluated. This was done by a two-member evaluation team, visiting Alai and Chon-Alai districts of Kyrgyzstan in May 2017. The team visited and interviewed more than 40 project stakeholders, compared observations with written information about the project and through triangulation and analysis tried to form an opinion about the relevance, effectiveness, efficiency, impact and sustainability of the project.The Bai Alai programme, as it is popularly called, is aimed at increasing income generation and employment with rural households using the M4P approach (making markets work for the poor). It has as second strategy to empower women economically, and to draw youth into jobs, to give them an economic perspective.
