In contrast to previous evaluations this upcoming evaluation should more strongly involve project staff and project stakeholders in the partner countries to better reflect their point of view as part of the evaluation report and use this process as a learning opportunity for all involved actors. The evaluation will combine external evaluation with peer evaluation. For this purpose, the so-called Horizontal Evaluation methodology will provide the basic methodological framework for the participatory assessment, among peers, while an external evaluator will be part of this process with the additional task to write up an evaluation report that builds upon this participatory assessment, respectively its findings.
