Since 2014, the Swiss Agency for Development and Cooperation (SDC) has been funding the Kosovo Decentralisation and Municipal Support (DEMOS) Project that is being implemented by the Swiss NGO Helvetas/Swiss Intercooperation. As a preparation to the formulation mission for the second phase of the project (foreseen to be done in early 2017), SDC commissioned DegeConsult, specialized in the field of local governance and decentralization – including fiscal decentralization and performance-based grants, to conduct a review of the design of the DEMOS-grant as well as a new grant piloted by the German Technical Cooperation (GIZ) with funding from the German Development Bank (KfW).The assignment was carried out through home-based desk review and report writing, and two missions; one in the last week of October and one in the first week of November 2016.
