In order to assess the achievements of the current project phase of “Promoting Private Sector Employment (PPSE)” and to support SDC and the implementing consortium in preparing an eventual 2nd phase of the project, an external review was fielded. The external review was tasked to address the following main questions: 1) Relevance of the project’s approaches in the given development/transition context, including selection of sectors and target groups; 2) Appropriateness of the implementation set-up and project design, as well as related interventions for meeting the project targets; 3) Likelihood of achieving significant scale, employment and income generation by the project interventions; as well as 4) Provision of recommendations for an eventual 2nd phase. The external review mission to Kosovo took place from 10 to 20 January 2017. The team was able to meet and discuss with a wide range of stakeholders, including SDC, implementers, project partners and beneficiaries, as well as key resource persons active in the PPSE sectors.
