Maudsley International (MI) was commissioned by the Swiss Development and Cooperation Agency (SDC) to undertake a review of the Mental Health Project (Project) in Bosnia and Herzegovina (BiH), to produce evidence-based recommendations for the Project phasing out (Phase 3). The review aims to provide information and make recommendations that will allow informed decisions to be made in relation to the rest of Phase 2, and the exit strategy to be taken in Phase 3. The review attests that the Project has had an important role in facilitating the ongoing mental health reform in Bosnia and Herzegovina, and has significantly influenced the country’s shift towards community focused mental health services. This is in line with international mental health and human rights policies. Overall, the Project has met its objectives in a timely, effective and efficient way, and has had a significant impact on its target population.
