Background and Objectives:The EEP is a Challenge Fund programme in Bangladesh (Jan 2008 – Sept. 2016), co-funded by DFID and SDC and sponsored by the Government of Bangladesh. The programme is managed by a DFID contracted Management Agent – (Ecorys) with 45 innovative poverty reduction projects implemented across Bangladesh. The programme has the objective to lift 1 million people out of extreme poverty and support Bangladesh to attain the development goals. It is implemented as a Challenge Fund mechanism, which sub-contracts local and international NGOs on a competitive basis. The target groups of this programme are extreme poor households, national and international NGOs, Government of Bangladesh and national think tanks. SDC has started co-financing EEP from late 2012 until the end of Phase I by May 2016. SDC has executed this capitalization study with two distinct objectives. Those are: 1) To capitalize in-depth learnings from ‘Challenge Fund’ model in Bangladesh2) To capitalize programme knowledge on addressing ‘Extreme Poverty'.Timing of Study:The evaluation task commenced from August 2016 with an in-country mission for two weeks. The in-country mission was comprised of meetings/briefings with Donors, implementing partner and project stakeholders; consultation workshop with the direct beneficiaries and project implementers, data consolidation and validation, debriefing of findings and report submission.Methodology and logistical support:The whole capitalization task was managed and funded by SDC. The primary recipient of the CAPEX work will be SDC. Based on the market competitiveness SDC has selected an International consultant to conduct this study - as per the working methodology explicitly explained in the particular ToR.SDC also equally exchanged the plan, methods and findings of the study with DFID. In association with DFID, SDC coordinated with the Ecorys/EEP team members for organizing consultation meetings and workshops with the project stakeholders, Ministerial and NGO meetings. SDC and DFID have finalized the capitalization report by incorporating respective comments.SDC has ensured all logistical support for the in-country mission.
