This review was carried out during 8 – 19 August 2014. It is based on a limited coverage of Municipalities, consultation with different stakeholders and a wide-ranging review of relevant documents and legislation. The focus is on assessing the contribution of the project to objectives and outcomes.The project was necessary to address the absence of a post-2010 decentralisation policy orientation and the withdrawal of donors from the sector. VAP has been implemented against a backdrop of competing interests with the political economy context threatening to reverse decentralisation completely; 2013 was a critical year during which the advocates of decentralisation appear to have gained significant advantage.
