SDC has supported vocational education and training projects in Kosovo since 2000: The first project (JOMT, 2000-2003) focused on outreach and employment, and it developed and integrated modular short courses in public VET schools. The second project (VES, since 2004) focuses on quality delivery complemented with contributions to educational systems reform in key policy areas, including stakeholder cooperation, school organization and quality development and VET financing. The twoprojects have produced specific assets which are reusable as good practices and are contributing towards further systems reform and program development. SDC requested Swisscontact to capitalizethe experiences of the project. Capitalization is neither a mutually understood term in international cooperation, nor a defined stage in the Program Cycle Management, nor based on commonly knownand widely accepted approaches, processes and principles. Hence Swisscontact has developed its own concept and approach.
