The midterm review of Phase III was realized during the period 20.06 to 30.07.2015. The Terms of Reference put specific attention to the aspects of relevance, effectiveness and efficiency to lead to recommendations for the remainder of phase III and for the preparation of Phase IV. Main conclusions find that the project has shown in 4 different districts that local governments can play a very relevant role in the life of ordinary people promoting engagement with the state by ordinary people at the local level, including those (women in particular and the poor) for which inclusion has not always been a given. The Sharique approach has worked well in developing the knowledge base and practical capacities of Union Parishads (rural local governments) to leverage governance towards the benefit of the citizens and their access to public services. However, Sharique, using its experience in the field need to devote more explicit attention to motivate action by the Government. A set of term follow-up measures have been formulated by SDC for the implementers Helvetas Swiss Intercooperation and the Bangladesh Institute for Governance and Development.
