Die Rückgewinnung von Phosphor (P) aus P-reichen Abfällen (Klärschlamm, Tier- und Knochenmehl) wird in der seit 2016 in Kraft getretenen Verordnung über die Vermeidung und Entsorgung von Abfällen (VVEA) mit einer Übergangsfrist von 10 Jahren verbindlich vorgeschrieben. Vor diesem Hintergrund hat das Bundesamt für Landwirtschaft (BLW) das Projekt „Mineralische Recyclingdünger“ (MinRec) initiiert, das sich mit der Entwicklung rechtlicher Rahmenbedingungen beschäftigt, um die Zulassung von agronomisch sinnvollen Recyclingprodukten als Dünger in Zukunft zu ermöglichen und damit einen weiteren Schritt zur Schliessung des P-Kreislaufs zu leisten.

The recovery of phosphorus (P) from P-rich waste (sewage, meat and bone meal) is made mandatory in the Ordinance on Waste Avoidance and Disposal (OWAD) which came into force in 2016 with a transitional period of 10 years. Against this background, the Swiss Federal Office for Agriculture (FOAG) has initiated the project «Mineral Recycled Fertilisers» (MinRec), which is concerned with the development of a legal framework to allow future licensing of agriculturally useful recycled products as fertilisers, thereby taking another step towards closing the P cycle.

La récupération du phosphore (P) contenu dans les déchets riches en phosphore (boues d’épuration, farines animales et poudres d’os) est obligatoire en vertu de l’ordonnance sur la limitation et l’élimination des déchets (OLED), entrée en vigueur en 2016 avec un délai transitoire de dix ans. Dans ce contexte, l’Office fédéral de l’agriculture (OFAG) a lancé le projet « engrais de recyclage minéraux », qui porte sur l’élaboration d’un cadre juridique adéquat pour permettre d’homologuer à l’avenir des produits de recyclage pertinents du point de vue agronomique et franchir ainsi une étape supplémentaire pour boucler le cycle du phosphore.

Il recupero di fosforo (P) da rifiuti ricchi di fosforo (fanghi di depurazione, farine animali e d’ossa) è prescritto in modo vincolante nell’ordinanza sulla prevenzione e lo smaltimento dei rifiuti (OPSR), entrata in vigore nel 2016, con un termine transitorio di 10 anni.In questo contesto l’Ufficio federale dell’agricoltura (UFAG) ha avviato il progetto “Concimi minerali ottenuti dal riciclaggio“ che si occupa dello sviluppo di condizioni quadro giuridiche per consentire, in futuro, l'omologazione di prodotti ottenuti dal riciclaggio utili dal profilo agronomico come concimi e quindi effettuare un ulteriore passo verso la chiusura del ciclo del fosforo.
