Despite the complexity of the local governance system in BiH and the existing entity and Cantonal differences, basic framework preconditions for advancing decentralisation and local governance (DLG) in BiH exist. The current system still leaves room for local self-governments’ (LSG) potential to comply with current legislation and to use the advantages of decentralisation for advancing their performance, as well as for further legal and regulatory improvements (especially in the area of functional and fiscal decentralisation).This assessment calls for a need in future SDC support in BiH to concentrate on all 3Dimensions of DLG process – “Democratisation, Decentralisation and Delivery of services” - by paying equal attention to both demand and supply side of governance equation, as well as to vertical integration between the field interventions and upper level decision making\\ policy dialogue.
