This research paper was commissioned to examine possible avenues such as an SSOD IV for reviewing multilateral disarmament machinery. The paper weighs policy options for initiatives for change. It does not attempt in any depth to assess changes in the international security environment that might be more conducive to measures for reform.Annexes contain brief details of SSOD I’s chapter on disarmament machinery; areas needing reform, particularly in the Conference on Disarmament; and a list of abbreviations. Please note that this paper does not dwell in any detail on those aspects of disarmament machinery that are in need of review. It focuses instead on the mechanisms that could be used to carry out reviews of malfunctioning machinery. There is a special focus on the CD.The paper concludes that, although it will be difficult to convene, a special session of the General Assembly is probably the only review body that can effect changes to multilateral disarmament machinery. Self?review, for example by the CD, is a viable option but consensus on worthwhile reforms is likely to be elusive. The utility of various other options is confined to their ability to keep the focus on the issues rather than actually serve to resolve them.
