The review concludes that project objectives and activities were very relevant, project has very appropriately addressed this major concern (flood protection) by the construction (and later subsequent rehabilitation and extensions) of the dyke. These measures, coupled with the rehabilitation of irrigation systems, have in the immediate/short term led to safety and relief from floods and in the medium term, the recovery of agricultural livelihoods and creation of new income opportunities. Following are the major achievements. • RPWC activities have been very effective in saving the communities and their assets and improving the livelihoods. Over 14,700 households (83,800 populations) in 10 VDCs are safer from floods. The majority (64%) of the beneficiaries belongs to socially excluded groups and 29% belongs to DAGs (i.e. both socially excluded and economically poor groups). • The project contributed to the protection of approximately 7,850 ha of agricultural land, community forests within the ‘flood prone zone’, and safety of all public infrastructures such as schools, vegetable collection centers, roads, and bridges. Protection of the farmlands coupled with the rehabilitation of the irrigation systems have led to changes in cropping patterns, increased cereal production and food sufficiency. 2,500 ha of land benefiting 6,492 households are now irrigated regularly. • Income from agriculture has increased around Rs. 5,924 per year per HH. Income from cash crop has increased around 32% annually. The total household income also increased by around 22%.• Benefit cost ratio for the project period is 1.89. The project costs are justified by the benefits driven from the project. The positive Net Present Value (NPV) and higher values of IRR (189%) for 10 years scenario also shows that the project financial performance is much above the average.• The project has ensured a quality work and active participation of the local communities in undertaking the project activities. 161,400 person-days of labour employment were generated during the construction phase of 3 years.• The government at the central level has recognized the needs of flood control in eastern Chitwan and are exploring initiatives for implementing a project based on a watershed management approach on a cost sharing basis with SDC.
