The HMRP phase IV was reviewed with the following objectives:1. Capitalisation of impact level achievements, best practices and learning2. Way forward and input for new orientation of institutionalizing and strengthening public agricultural servicesThe review findings are summarized below:1. The HMRP has positively contributed to maize technology development and dissemination. The new varieties developed with HMRP assistance have shown high and stable yield performance, are tolerant to major insects-pests, and are widely adopted by farmers, irrespective of gender and social groups and land holding size,2. There is a fairly high level of government engagement in planning, implementation and monitoring of HMRP activities,3. The project contributed to seed policy reforms that have paved the way for decentralized source seed production and seed quality control,4. Efforts have been made to develop the capacity of project partners – government agencies, NGOs and the private sector – through technical training, and financial and material support,5. The project had a significant impact on technology adoption, maize productivity and income of the participating households,6. The project has empowered the women and disadvantaged groups (DAGs). Many women, including from the DAGs, have assumed a leadership role. Participation in the Community Based Seed Production has increased their incomes and their food security has gone up by at least 3 more months
