The Employment Fund (EF) is a multi donor funded project, started in 2008 and was expanded greatly by DfID financing in 2009. SDC/DfID entered into a longer term financing agreement in 2010, documented in a Phase I agreement covering 2011-2013. EF is implemented by the HELVETAS Swiss Intercooperation, focuses primarily on providing short-term market-oriented skills training to out of school, unemployed, disadvantaged young women and men in order to enhance their employability; has national coverage (out of 75 districts) in 76 different occupations. The primary stakeholders of the programme are economically poor women aged 16-40 years and men aged 16-35 years.The purpose of the review was twofold: Review of the results and provide an input for the design of a next future.
