The Horizontal Learning Program for Local Water and Sanitation Governance (phase 1) is being implemented by the World Bank Water and Sanitation Program (WSP) on behalf of SDC from September 2011 through June 2015 with a total budget of CHF 4.1 million.The Study on the Potential of the Horizontal Learning Program (HLP) was commissioned by the Swiss Cooperation Office/Swiss Embassy in Dhaka with the aim to provide SDC and its partners with an analysis of drivers, incentives and priorities of the HLP in Bangladesh. Instead of a formal evaluation of results the study provides a qualitative assessment of the program’s approach and potential for further up-scaling. The study was conducted by a team of Swiss and Bangladeshi experts in summer 2013.
