The Industry-Led Apprenticeship pilot project is being implemented in cooperation between SDC and the Bangladeshi Center of Excellence in Leather (COEL) from December 2011 through November 2014 with a budget of CHF 1.0 million. The Midterm Review was conducted by a team of international and Bangladeshi experts in August 2013 upon mandate by the Swiss Cooperation Office/Swiss Embassy in Dhaka.The review team has assessed the project’s relevance and performance from the perspective of results achievement and project management positively. While the results on outcome and output level are judged to be in line with the agreed targets and delivered with good quality and in a cost-effective manner, room for improvement is identified with regard to the quality of the M&E mechanism and knowledge management processes. The project is found to make an important contribution to the overall achievement of the Skills Development portfolio under the Swiss Cooperation Strategy Bangladesh.The review team also offers useful recommendations with regard to organizational development at COEL and improvement related to the M&E system and project results frame.
