The Community Based Disaster Risk Reduction program (CBDRR)” was implemented by SDC as a part of the humanitarian assistance to Bangladesh in the wake of the devastating cyclone “Sidr” from December 2008 through December 2012. With a total budget of CHF 3.5 million, the program focused on the construction of twelve multi-purpose cyclone shelters and the mobilization of the concerned communities in two coastal sub-districts in Bangladesh. The Institutional and Economic Assessment of the above-mentioned program was conducted by a team of experts of the Bangladesh-based Center for Natural Resource Studies in autumn 2012. In the framework of its mandate, the review team assessed, among others, the strengths and weaknesses of the community-based shelter management system as well as relevant elements of the intervention’s cost-benefit structure and sustainability.
