The project Sharique, phase 2, has been implemented by Helvetas Swiss Intercooperation on behalf of SDC from September 2009 through August 2013 with a total budget of CHF 9.1 million. The end-of-phase review was conducted by a team of international and Bangladeshi experts in April 2012 upon mandate by the Swiss Cooperation Office/Swiss Embassy in Dhaka. The review team has assessed the project’s relevance and performance from the perspective of results achievement and project management positively. While the results on outcome and output level are judged to be impressive and delivered with high quality and in a cost-effective manner, room for improvement is identified with regard to the quality of the M&E mechanism and knowledge management processes. The project is found to make an important contribution to the overall achievement of the Local Governance portfolio under the Swiss Cooperation Strategy Bangladesh. As requested by the Swiss Cooperation Office/Swiss Embassy, the review team also offers recommendations for a possible re-focusing of the project under the planned follow-up phase.
