The Cooperation Strategy for the Regional Programme Southern Africa (RPSA) 2005-2010 has been extended until December 2012 in order to create alignment between the time-frame of the current strategy and the new actual Dispatch 2013 – 2016. Governance is one of the three domains of the RPSA. The objective of the governance domain relates to the development hypothesis that: ‘capable central as well as decentralized authorities and empowered citizens will contribute to democracy and promotion of justice and accountability in the region, thereby addressing political and social exclusion. The broadest frame for the Governance domain is SDC Strategy 2010 where SDC defines its activities on five key topics, among them Good Governance. In line with the RPSA Mid-Term Review of August 2007, the governance domain has been sharpened by focusing on specific areas of formal democracy, responsive and accountable public institutions and democratic dialogue (See AP 2008), as follows:(a) Strengthening the processes of formal democracy with particular emphasis on support to capacity building of electoral management bodies and stakeholders;(b) Promotion of responsive and accountable public institutions at central and local levels with particular focus on social accountability and decentralisation; and (c) Consolidation of democracy and the development of democratic culture with particular focus on initiatives that aim to address differences and build mutual trust and confidence through sustained, democratic dialogue.
