The project Grassroots Women’s Leadership, phase 4, is being implemented by the Bangladeshi NGO Rupantar on behalf of SDC from January 2011 through April 2014 with a total budget of CHF 1.22 million. The Midterm Review was conducted by a team of International and Bangladeshi experts in May 2013 upon mandate by the Swiss Cooperation Office/Swiss Embassy in Dhaka.The review team assesses the project’s approach as highly relevant and effective and judges its performance in terms of results achievement as entirely satisfactory. The review acknowledges a significant increase in women’s empowerment for leadership on local level and clear evidence for increased responsiveness of local government institutions for women’s rights and concerns in the geographic region of Rupantar’s intervention. The project is found to make an important contribution to the overall achievement of the Local Governance portfolio under the Swiss Cooperation Strategy Bangladesh.As requested by the Swiss Cooperation Office/Swiss Embassy, the review team also offers recommendations regarding the on-going organizational development process and the adoption of a more program-oriented future intervention.
