The Swiss Agency for Development and Cooperation (SDC) implements the Rule of Law andDemocracy domain in Serbia since 2007. The part of this effort is ensuring enhanced provisionof quality services by municipalities to their citizens and the inclusion of civil society andcitizens in local decision-making. To this end there is a strong programmatic focus placed ona need for vertical integration and advocacy for municipalities' interests at central levelthrough the Standing Conference of Towns and Municipalities (SCTM). Swiss Agency for Development and Cooperation (SDC) has mandated three consultants toconduct the mid-term review of the SDC-funded “Institutional Support to the Standing Conference of Towns and Municipalities (SCTM) 2010-2011”(Project to end 31 Dec 2012). According to the Terms of Reference7 the main objective was twofold: On one hand, to assess the relevance of the interventions, and on the other, toassess the preliminary effectiveness of these interventions.Furthermore, the reviewers were encouraged by the client to go beyond the Project’s existinglog frame and documents, and to consider the challenges and opportunities of the context.The quantitative and qualitative assessment through desk study, interviews triangulation, andother standard review methodologies were the prime instruments of the review team.
