LILI (Local Infrastructure for Livelihood Improvement) was conceived by Helvetas in 2004. Phase II from August 2009 to July 2013 is fully funded by SDC. The main purpose of LILI is to increase agricultural productivity through farmer managed irrigation systems (FMIS) thereby improving income and food sufficiency of the rural communities and in particular of Disadvantaged Groups (DAGs).The External Review of phase II is to provide a strategic assessment of \"changes in the lives of the beneficiaries\" and of the attribution of related achievements to the project's interventions.Field visits to 5 schemes were the main source of information to assess 'impacts' of the project. Therefore, given the time frame of the review, evidence is only possible by example.
