The overall objective of the PROGOAS II Project is to advance effective decentralization, especially in the water and sanitation sector through the active participation of organized citizens in decision-making claiming increased responsiveness and accountability in public service provision. The Swiss Development Cooperation (SDC) organised a mid-term external evaluation with a triple objective: (i) to evaluate PROGOAS progress, with a particular focus on relevance, efficiency and effectiveness of achievements in the focus districts; (ii) to analyse approaches and assess the extent to which project outcomes are sustainable; (iii) to provide recommendations for the remaining period of project implementation.
