The overall objective of the ProGoAS Project is to to enhance socio-economic development and poverty reduction through improved local governance and decentralized water and sanitation service provision in 8 rural districts of Nampula and Cabo Delgado Provinces in northern Mozambique. The purpose of the present review is to evaluate the achievements of ProGoAS after 2 years of implementation, to give recommendations for the remaining period of the first phase of the Project (till the end of 2011) and to elaborate a base for planning the following phase.
