The South African Provincial Legislatures (SAPL) Programme 2009-2011 was a three-year programme and is based on the partnership established since 1995 between the Association of European Parliamentarians with Africa (AWEPA) and the South African Speakers’ Forum through its Human Resources Development Committee. This Programme was designed, planned and implemented in close cooperation and regular consultation with the partners (i.e the programme's beneficiaries and the donors).The programme aims at enhancing the performance of the provincial legislatures in their roles, especially the oversight role and that of public participation facilitation role.The objective of the evaluation was to assess the performance according to five evaluative criteria outlined by the OECD- DAC- including the relevance, effectiveness, efficiency, impact and sustainability of the programme 2009-2011, as well as to elaborate on the lessons learnt and recommendations with an eye towards the benefit of future interventions towards the same or similar ends. A particular focus has been put on assessing the achievement of the outcomes. A beneficiaries’ analysis and their perceptions of the achievements of the project and of AWEPA has also been part of the evaluation.This evaluation was a mixed (external and internal) one, composed of 1 external evaluator (Team leader) and 1 SDC staff of the region. The ToRs have been jointly written by AWEPA and its donors: SDC- Swiss Agency for Development and Cooperation, and the Flanders. The external evaluator has been chosen jointly, but recruited and contracted by AWEPA through an open and competitive process.Other Mandators: Association of European Parliamentarians with Africa (partner), The Flanders (co-donor)
