In this report we aim to assess the support provided by the Swiss DevelopmentCorporation (SDC) to Macedonia’s decentralization process in order to suggest possiblefuture strategies for continuing such support. We focus on two specific institutionsthrough which SDC has sought to support and strengthen decentralization: CommunityForums, and the support provided to the Association of the Units of Local SelfGovernment (ZELS). The assessment is based on a need to reassess SDC’s involvementwith decentralization in Macedonia beyond 2014 and is not a full technical assessmentof SDC’s support. Instead, the recommendations presented in this report are based onproviding policy guidelines for SDC’s new strategy for supporting decentralization inMacedonia beyond the current on-going interventions. It is also based on the need toposition SDC more centrally within the process of decentralization, to which, accordingto some respondents, it remains marginal.The recommendations in this report are based on our main finding that the process ofdecentralization in Macedonia is not yet coherent, and that the local governance systemis not fully integrated. Based on this we recommend that SDC can play a much moreactive role to advocate for greater coherence and integration across the various unitsinvolved in decentralization, and can also work towards greater integration through theinterventions it chooses to initiate in support of Macedonia’s decentralization process.
