An External Review of the SDC-funded Rural Drinking Water Program and of the Tajikistan Water Supply and Sanitation Project was mandated by SDC HQ in Bern and the Swiss Cooperation Office in Tajikistan (SCO). The Review was conducted in March 2012 by Peter Koenig, Economist – Water Resources Specialist in close collaboration with the partner donor agencies, OXFAM, Aga Khan Foundation (AKF) and the International Secretariat for Water (ISW).The Review focused on 7 main issues for better focusing future development of the rural water supply and sanitation (RWSS) sector. The key and all-encompassing issue of sustainability largely depends on resolving the questions of Sanitation, Gender inequality, Institutional arrangements, Tariffs, the Water Trust Fund and Integrated Water Resources Management (IWRM).
