The report presents the results of the External Review of the Swiss Development and Cooperation (SDC) / ApaSan project Phase 1 in the Republic of Moldova, implemented by the SKAT Foundation Moldova, a branch of SKAT Foundation Switzerland. The project took over from SDC a directly implemented Humanitarian Aid (HA) program (2001 – 2008), with the idea of shifting emphasis from implementer (HA approach) to facilitator (replicable and scalable development). The project is funded by SDC with co-financing from the Austrian Development Agency (ADA). The Review was carried out from 31 October to 9 November 2010.The ApaSan project is highly relevant to the country needs, particularly in the central part of Moldova, where water resources are particularly scarce. The project aims at improving quality of life and public health of the rural population through increased sustainable access to safe drinking water and environmental sanitation. The project is generally in line with the SDC Moldova Cooperation strategy 2010-13, focusing on water and health as main sectors of intervention and gender and governance as the main transversal themes.
