The study provides an overview of key actors, past and on-going international and regional processes and instruments related to the international governance of cyber security for the purpose of facilitating the engagement by the Swiss Federal Department of Foreign Affairs (FDFA) with other governments and international actors in the field. The study first outlines the notion of ‘cyber security’, for the purposes of framing and explaining the scope and logic of the rest of this study. It then provides a summary of key actors, processes and instruments involved in enhancing global and national cyber security and summarizes the status quo of international cyber affairs.
