Train4Dev is an open forum currently comprising 31 donor ministries and agencies as well as multilateral organisations that was established in 2003 to promote harmonisation in the field of competence development and training. Given that the context is changing and several years have lapsed, it has been decided to commission an external evaluation of Train4Dev.The objectives of the evaluation are to assess the achieved outputs and outcomes, determine the degree of value added to the members and derive lessons learned. On this basis, the evaluation makes recommendations to enable the network to enhance its contribution to improved aid and development effectiveness for poverty reduction through enhanced donor harmonisation im competence development and training. Potential threats to the further development of the network are also identified and addressed.
