Moderne Telekommunikationsnetze mit hohen Bandbreiten spielen eine wichtige Rolle für die wirtschaftliche und gesellschaftliche Entwicklung der Schweiz. Der Bundesrat hat sich in der Legislaturplanung 2011-2015 und der Strategie für eine Informationsgesellschaft zum Ziel gesetzt, dass leistungsstarke und offene Telekommunikationsnetze weiter ausgebaut werden. Vor diesem Hintergrund hat das BAKOM die Arbeitsgruppe \"Hochbreitband/Next Generation Access\" gebildet. Ziel der Arbeitsgruppe ist es, erstens die Versorgung mit Hochbreitbanddiensten in der Schweiz räumlich zu erfassen und den verschiedenen interessierten Akteuren zugänglich zu machen und zweitens einen Leitfaden für Behörden zu erstellen. Drittens soll im Speziellen die Nachfrage von kleinen Unternehmen (KU) nach Hochbreitband ermittelt werden. Zu diesem Zweck haben das BAKOM und das SECO INFRAS mit einer qualitativen Untersuchung beauftragt. Im Rahmen von persönlichen Interviews bei kleinen Unternehmen sollen folgende Fragen geklärt werden:- Wie sind die kleinen Unternehmen ans Internet angebunden und welche Anwendungen nutzen sie?- Wie zufrieden sind die Unternehmen mit den Angeboten und inwieweit werden ihre Bedürfnisse gedeckt? - Wie gross sind die technischen Kenntnisse der Unternehmen und treten allenfalls Schwierigkeiten bei der Nutzung von Telekommunikationsdiensten auf? Vor Ort befragt wurden 40 kleine Unternehmen mit 3 bis 49 Beschäftigten aus sechs teils städtisch und teils ländlich geprägten Regionen. Die Untersuchung verfolgte einen bewusst qualitativen Ansatz ohne Anspruch auf Repräsentativität in Bezug auf die gesamte Schweiz und alle Branchen.Insgesamt zeigen sich die KU weitgehend zufrieden mit den heutigen Internet-Anbindungsmöglichkeiten, den verfügbaren Bandbreiten und dem Stand der internen IKT-Nutzung. Akute Mängel oder grössere Probleme treten nicht auf. In der Regel lassen sich heute auch nur geringe und keine signifikanten Unterschiede zwischen städtischen und ländlichen Gebieten feststellen. Die leichten Unterschiede werden von den befragten Unternehmen nicht als besonders relevant eingestuft.

Modern high-speed telecommunications networks play an important role in the economic and social development of Switzerland. In the legislature plan for 2011-2015 and in the strategy for an information society, the Federal Council has set itself the goal of further extending powerful and open telecommunications networks. Against this background, OFCOM set up the \"High-speed Broadband/Next Generation Access\" working group. The working group aims firstly to map the provision of high-speed broadband services geographically in Switzerland and to make it accessible to the various interested parties and secondly to draw up a guide for public authorities. Thirdly, the demand among small enterprises in particular for high-speed broadband should be determined. For this purpose, OFCOM and SECO commissioned a qualitative study from INFRAS. The following questions were to be clarified in the context of personal interviews within small enterprises:- How are small businesses connected to the internet and which applications do they use?- How satisfied are the businesses with the offerings and to what extent are their needs being met? - How extensive is the technical knowledge of the businesses and do they encounter any difficulties in relation to the use of telecommunications services? Forty small businesses employing between 3 and 49 people in urban and rural regions were interviewed locally. The survey adopted a deliberately qualitative approach with no claim to be representative of the whole of Switzerland and all sectors.Overall, small businesses are largely satisfied with current internet connectivity, the available bandwidths and the level of internal use of ICT. Acute shortcomings or major problems do not arise. As a rule there are currently only minor and insignificant differences between urban and rural areas. The differences are not deemed to be especially relevant by the businesses surveyed.

La présence de réseaux de télécommunication modernes avec des largeurs de bande élevées est essentielle au développement de l'économie et de la société en Suisse. Tant dans son Plan de législature 2011-2015 que dans sa Stratégie pour une société de l'information en Suisse, le Conseil fédéral souhaite encourager le développement de réseaux de télécommunication performants et ouverts. Dans cette perspective, l'OFCOM a mis en place le groupe de travail \"Très haut débit/New Generation Access\", qui poursuit un triple objectif: premièrement, recenser territorialement la desserte en services à très large bande et rendre ces informations accessibles aux différents acteurs intéressés; deuxièmement, concevoir un guide destiné aux autorités; troisièmement, cerner plus spécifiquement les besoins des petites entreprises dans le domaine du très haut débit. A cet effet, l'OFCOM et le SECO ont demandé à INFRAS de réaliser une étude qualitative. Lors d'entretiens menés avec les dirigeants de petites entreprises, l'accent a été mis sur les trois points suivants:- Comment les petites entreprises sont-elles connectées à l'internet? A quelles applications recourent-elles?- Dans quelle mesure les entreprises sont-elles satisfaites des offres proposées? Ces offres répondent-elles à leurs besoins?- Quel est le niveau des connaissances techniques? Quelles difficultés les entreprises rencontrent-elles lors de l'utilisation de services de télécommunication?L'étude a été menée auprès de 40 petites entreprises employant de 3 à 49 personnes, établies dans six régions urbaines et rurales. Elle se fonde sur une approche purement qualitative sans prétendre à une quelconque représentativité, que ce soit pour la Suisse ou l'ensemble des branches.Dans l'ensemble, les petites entreprises sont satisfaites des possibilités actuelles de connexion à l'internet, des largeurs de bande disponibles et de la situation en matière d'utilisation interne des TIC. Elles ne déplorent aucun problème sérieux ou lacune majeure. A l'heure actuelle, on ne relève pas, en règle générale, de grosses différences entre régions urbaines et rurales. Les entreprises interrogées ne considèrent pas ces différences comme particulièrement importantes.

Le moderne reti di telecomunicazione a banda larga hanno un ruolo importante per lo sviluppo economico e sociale della Svizzera. Nel Programma di legislatura 2011-2015 e nella Strategia per una società dell'informazione il Consiglio federale si è posto come obiettivo l'ulteriore ampliamento delle reti di telecomunicazione aperte e performanti. A fronte del contesto attuale, l'UFCOM ha istituito il gruppo di lavoro \"Bandaultralarga/Next Generation Access\". Questo organo è diretto, in primo luogo, a rilevare la copertura territoriale dei servizi a banda larga in Svizzera e a mettere tali dati a disposizione dei diversi attori interessati, in secondo luogo a redigere una guida all'attenzione dei responsabili politici; e in terzo luogo a rilevare in modo specifico i bisogni delle piccole aziende in termini di banda larga. A tal fine l'UFCOM e la SECO hanno affidato a INFRAS l'incarico di condurre un'indagine qualitativa. Interviste realizzate personalmente presso le aziende di piccole dimensioni puntano a chiarire le seguenti questioni:- Come sono collegate a Internet le piccole imprese e quali applicazioni ne sfruttano?- Qual è il grado di soddisfazione delle imprese in rapporto ai servizi offerti e in che misura questi ultimi rispondono ai loro bisogni?- Qual è il livello di competenza tecnica delle imprese ed eventualmente si riscontrano difficoltà nell'utilizzo dei servizi di telecomunicazione?Sono state consultate direttamente 40 piccole imprese dai 3 ai 49 dipendenti situate in sei regioni diverse, in parte in aree urbane, in parte rurali. L'indagine era dichiaratamente volta a ottenere un risultato qualitativo senza alcuna pretesa di rappresentatività per la tutta la Svizzera né per la globalità dei settori economici.Nel complesso le piccole imprese si dimostrano pienamente soddisfatte delle attuali possibilità di collegamento a Internet, delle larghezze di banda disponibili e del livello di utilizzo delle TIC all'interno dell'azienda. Se non si registrano gravi carenze o problemi considerevoli, poco significative a presente risultano anche le differenze che contraddistinguono, di massima, le zone urbane e quelle rurali. Tali disparità non sono giudicate particolarmente rilevanti dalle aziende consultate.
