Mit Annahme der Motion „Zukunft des Schienenverkehrs in der Fläche“ in beiden Räten wurde der Bundesrat beauftragt, dem Parlament im Rahmen einer Vorlage eine Gesamtkonzeption für die zukünftige Förderung des Schweizerischen Schienengüterverkehrs in der Fläche vorzulegen. Eines der zentralen Themen ist dabei die Frage nach der effizienten Organisationsform beim Güterverkehr in der Fläche. Damit verbunden ist auch die Frage, ob eine Systemführerschaft des Einzelwagenverkehrs notwendig ist und wie diese ggf. auszugestalten ist.

With the adoption of the motion on the future of nationwide rail transport by both chambers of parliament, the Federal Council was given the task of presenting to parliament a proposal for an overall concept on the future funding of Swiss rail freight transport across the country. One of the key issues is the question of efficient forms of organisation with regard to nationwide freight transport. Related to this is the question of whether system leadership is necessary for single wagonload traffic and, if so, how this should be structured.

En acceptant la motion « Avenir du transport ferroviaire de marchandises sur tout le territoire », les deux Chambres chargent le Conseil fédéral de présenter au Parlement un projet de stratégie globale visant à encourager à l’avenir le transport ferroviaire suisse des marchandises sur tout le territoire. L’un des thèmes centraux est la forme d’organisation efficace à donner au transport des marchandises sur tout le territoire et la question – qui y est liée – de la nécessité d’une gestion du système de trafic par wagons complets isolés et, le cas échéant, de la conception de cette gestion.

Con l'approvazione della mozione «Futuro del traffico merci ferroviario sull’intero territorio svizzero» da parte di entrambe le Camere, il Consiglio federale è stato incaricato di sottoporre al Parlamento un progetto per una strategia globale volta a incentivare il traffico merci ferroviario sull’intero territorio nazionale. D'importanza fondamentale a questo riguardo è l'adozione di una forma di organizzazione efficiente per questa tipologia di trasporti. A questo proposito andavano tra l'altro esaminate la necessità di una gestione del trasporto in carri completi isolati da parte di un'impresa guida e le eventuali modalità di organizzazione.
