Automatisiertes Fahren als ein Kernelement eines digitalen Verkehrs ist in vielerlei Hinsicht herausfordernd für die verschiedenen Akteure seitens Staat, Wirtschaft und Industrie. Zum Einen bietet es neue Chancen wie etwa erhöhte Kapazitäten oder flexiblere Mobilitätsangebote, zum anderen auch Risiken bezüglich Datenschutz oder Verlust der Möglichkeiten zur Verkehrssteuerung und -lenkung im Sinne der öffentlichen Interessen. Dieses Forschungsprojekt bezweckt die dementsprechende Analyse der Chancen und Risiken, die mit hoch- bis vollautomatisiertem Fahren einhergehen, und daraus ableitend die Formulierung von Handlungsempfehlungen an die Adresse der relevanten Akteure. Hierzu werden in einem ersten Schritt die im Teilprojekt 1 des Forschungspakets entworfenen Szenarios im Lichte des aktuellen Stands der Technik, der Wissenschaft, regulatorischer und finanzieller Aspekte wie auch der Bedürfnisse seitens der relevanten Akteure geprüft und dementsprechend abgestimmt. Für diese Szenarios werden in der Folge die anfallenden Daten und damit einhergehenden weiteren Effekte identifiziert und mittels SWOT- und Gap-Analyse beurteilt. Aufgrund der erkannten Stärken und Schwächen, Chancen und Risiken wie auch der strategischen und operativen Lücken werden angesichts des damit einhergehenden Handlungsbedarfs und -spielraums die Handlungsoptionen ausgelotet und daraus Handlungsempfehlungen an die relevanten Akteure formuliert.

Automated driving as a core element of digitised traffic is in many ways challenging for the various actors in government, business and industry. On the one hand, it offers new opportunities, such as increased capacity or more flexible mobility services, as well as risks with regard to data protection or the loss of traffic management and control options while respecting the interests of the public interest. This research project aims at the corresponding analysis of the opportunities and risks associated with highly or fully automated driving, and from this the formulation of recommendations for action to be addressed to the relevant actors. In a first step, the scenarios developed in sub-project 1 of the research package will be examined in the light of the current state of the art in technology and science, regulatory and financial aspects as well as the needs of the relevant actors and adjusted accordingly. For these scenarios, the resulting data and the associated further effects are subsequently identified and assessed by SWOT and gap analysis. Due to the identified strengths and weaknesses, opportunities and risks as well as the strategic and operational gaps, the options for action are explored in the light of the associated need for action and scope, and from this recommendations for action are formulated, addressed to the relevant actors.

The goal of this research project is the derivation and formulation of recommendations in the regard of dealing with data, addressed to the relevant actors and stakeholders of automated driving. This project is part of the research action "Automated driving" of the Federal Roads Office (FEDRO).
