Das Ziel dieser Evaluation hatte zwei Aspekte: a) eine
Bestandaufnahme des Portfolios der DEZA Projekte und Programme zu machen,
welche sich im Bereich soziale Sicherheit engagieren oder soziale Sicherheit
Komponenten beinhalten (Zeitraum 2013-2017); und b) analysieren des DEZA
Engagement in sozialer Sicherheit, um evidenzbasierte Inputs für eine Theory of
Change vorzuschlagen, inklusive einer Beschreibung der zukünftigen
Positionierung der Schweiz und ihrer Schweizer Partner.
Der Evaluationsbericht präsentiert die Ergebnisse dieser
unabhängigen Evaluation. Er enthält die gewonnenen Erkenntnisse und Empfehlungen der Evaluation wie auch
die Stellungnahme der DEZA Direktion.

The purpose of this
evaluation was two-fold: a) to
take stock of the portfolio of the SDC projects and programmes engaging in
social protection or having a social protection component (period 2013-17), and
b) to analyse the SDC’s engagement in social protection to provide
evidence-based inputs to propose a theory of change including a narrative,
positioning the SDC and its Swiss partners in the future.
This
report presents the
findings of this independent evaluation. It contains the lessons learnt and
recommendations from the evaluators as well as the Senior Management Response
of SDC’s Directorate.

L’objectif de
l’évaluation a eu deux volets : a) faire l’inventaire du portefeuille des
projets et programmes de la DDC, qui s’engagent dans le domaine de la protection sociale ou contiennent des éléments de la protection sociale (période 2013-2017),
et b) analyser l’engagement de la DDC dans la protection sociale, pour fournir des
éléments factuels pour une théorie du changement et proposer un positionnement futur
de la Suisse et de ses partenaires.
Le
rapport
présente les résultats de cette évaluation indépendante et contient les
conclusions tirées ainsi que les recommandations des évaluateurs et la prise de
position du comité de direction de la DDC.

Negli ultimi due decenni, la protezione sociale ha
acquisito un'importanza crescente nell'agenda internazionale dello sviluppo.
Sebbene sia stato considerato un lusso che i paesi si impegnino una volta
raggiunta una crescita economica sufficiente, è ormai ampiamente dimostrato in
tutto il mondo che la protezione sociale è un'importante misura complementare
alla crescita e allo sviluppo.
Il rapporto di valutazione presenta i risultati
della valutazione indipendente sull'importanza, l'efficacia, l'efficienza e, in
una certa misura, la sostenibilità delle prestazioni della DSC nella protezione
sociale tra il 2013 e il 2017.
Il rapporto riassume inoltre le conclusioni e le
raccomandazioni più importanti della valutazione e contiene la risposta della
direzione della Direzione della DSC.
