Partizipation ist ein zentrales Anliegen armutsbetroffener Menschen. Dies wurde während des Nationalen Programms zur Prävention und Bekämpfung von Armut (2014–2018) von armutsbetroffenen Menschen mehrmals nachdrücklich artikuliert. Eine Studie soll erfolgsversprechende Modelle der Partizipation armutsgefährdeter und -betroffener Personen bei Entscheidungs-, Planungs-, Umsetzungs- und Evaluationsprozessen von Massnahmen der Armutsprävention und -bekämpfung identifizieren.

La participation est une préoccupation majeure des personnes touchées par la pauvreté. Ces dernières l’ont exprimé très clairement à plusieurs reprises dans le cadre du Programme na­tional de prévention et de lutte contre la pauvreté (2014-2018). Une étude doit identifier des modèles prometteurs de participation des personnes menacées ou touchées par la pauvreté aux processus politiques de décision, de planification, de mise en œuvre et d’évaluation de la prévention et de la lutte contre la pauvreté.

Modelle der Partizipation armutsbetroffener und -gefährdeter Personen in der Armutsbekämpfung und -prävention


Ziel der Untersuchung ist es zu zeigen, wie armutsbetroffene und -gefährdete Personen in Entscheidungs-, Planungs-, Umsetzungs- und Evaluationsprozesse rund um Massnahmen der Armutsprävention und -bekämpfung einbezogen werden können. Dazu entwickelte das Forschungsteam anhand von wissenschaftlichen Arbeiten konzeptionelle Grundlagen. Zudem analysierte es schriftliche Evaluations- und Erfahrungsberichte sowie Websites zu partizipativen Projekten, Programmen und Massnahmen der Armutsbekämpfung und -prävention. Als weiterer Schritt führte es mit Direktbetroffenen und Vertreter/innen von Nichtregierungsorganisationen, Verbänden und Institutionen telefonisch oder vor Ort im Rahmen der Begleitgruppe einzelne Gespräche. Die Analyse bezieht sich auf die kommunale, regionale und nationale Ebene in verschiedenen Sprachregionen der Schweiz sowie im Ausland.
In der Studie hat das Forschungsteam verschiedene Partizipationsmodelle identifiziert und dargestellt. Die Bandbreite der Modelle reicht von der Weiterentwicklung von Strukturen und Prozessen öffentlicher und privater Dienstleistungen bis zu gemeinschaftlicher Selbsthilfe. Es nennt zentrale Voraussetzungen, Herausforderungen und Erfolgsfaktoren solcher Vorhaben. Zielgruppen der Studienergebnisse sind Fachpersonen und politische Verantwortliche in Kantonen, Städten, Gemeinden und NGOs sowie betroffene Personen mit Multiplikatorenfunktion. Sie finden Orientierung bei der Planung, Umsetzung und Evaluation von Partizipationsvorhaben im jeweiligen Kontext.
Die Ergebnisse zeigen, dass die Partizipation von armutsbetroffenen und -gefährdeten Personen zwar anforderungsreich, aber umsetzbar ist. Wirkungspotenziale von Partizipation werden auf individueller, institutioneller, politischer und gesellschaftliche Ebene festgestellt. So kann sie zum Beispiel ebenso zum Empowerment von betroffenen Personen beitragen wie zur Entwicklung von bedarfsgerechteren und daher wirksameren politischen und fachlichen Massnahmen. Die Studie empfiehlt, dass Partizipation mit der dafür notwendigen Sorgfalt auf allen föderalen Ebenen – Gemeinde, Kantone und Bund – stattfinden soll.

Participation models for people affected by and at risk of poverty in the combatting and prevention of poverty


The aim of the study is to illustrate how people affected by and at risk of poverty can be included in decision-making, planning, implementation and evaluation processes around measures to prevent and combat poverty. To this end, the research team developed a conceptual framework using scientific studies. It also analysed written evaluations and progress reports as well as websites for participative projects, programmes and measures to combat and prevent poverty. In a further step, it carried out individual discussions with those directly affected as well as representatives of NGOs, associations and institutions, through either telephone interviews or on the ground in the context of advisory group meetings. The analysis focused on the municipal, regional and national level in various language regions of Switzerland, as well as abroad.
In the study, the research team identified and detailed different participation models. The models examined ranged from the further development of structures and processes of public and private service provision to communal self-help. The team sets out key prerequisites, challenges and success factors of such projects. The target groups for the results of the study are specialists and policy makers in cantons, cities, municipalities and NGOs, as well as directly affected individuals with multiplier roles. They will find guidance on the planning, implementation and evaluation of participation projects in the respective context.
The results show that while the participation of people affected by and at risk of poverty is challenging, it is achievable. The potential impact of participation has been identified at the individual, institutional, political and societal level. It can, for example, contribute as much to the empowerment of people affected as it can to the development of political and specialist measures that are more tailored to actual needs and therefore more effective. The study recommends that participation take place – with the requisite level of due care – at all federal levels: municipalities, cantons and the Confederation.

Modèles de participation des personnes menacées ou touchées par la pauvreté à la prévention et la lutte contre la pauvreté


L’objectif de la recherche est de montrer comment les personnes touchées ou menacées par la pauvreté peuvent être impliquées dans les processus de décision, de planification, de mise en œuvre et d’évaluation des mesures de prévention et de lutte contre la pauvreté. L’équipe de recherche a d’abord établi des bases de référence à partir de travaux scientifiques. Elle a également analysé des rapports d’évaluation et des témoignages écrits, ainsi que des sites Internet consacrés à des projets participatifs, à des programmes ou à des mesures de prévention et de lutte contre la pauvreté. L’étape suivante a consisté à mener des entretiens individuels, par téléphone ou sur place, avec des personnes directement concernées et des représentants d’organisations non gouvernementales (ONG), d’associations et d’institutions. L’étude couvre les échelons communal, régional et national ainsi que les trois régions linguistiques du pays. Les chercheurs se sont intéressés également aux approches suivies à l’étranger.
L’équipe de recherche a identifié et décrit plusieurs modèles de participation, qui vont du développement de structures et processus des prestataires publics et privés à l’entraide communautaire. Les chercheurs mettent en exergue les principales exigences, les défis et les facteurs de succès de tels projets. Les résultats de l’étude sont destinés aux spécialistes et aux responsables politiques dans les cantons, les villes, les communes et les ONG, ainsi qu’aux personnes concernées qui assument un rôle de relais. Ils constituent un outil pour la planification, la mise en œuvre et l’évaluation de projets de participation selon le contexte.
Les résultats montrent que la participation des personnes menacées ou touchées par la pauvreté est certes exigeante, mais qu’elle est réalisable. On peut en observer les effets potentiels aux niveaux individuel, institutionnel, politique et social. Ainsi, la participation peut contribuer tant à la responsabilisation des personnes concernées qu’au développement de mesures politiques et spécifiques mieux adaptées aux besoins et donc plus efficaces. L’étude recommande que le principe de la participation soit appliqué, avec toute l’attention nécessaire, aux trois échelons de l’État fédéral: la Confédération, les cantons et les communes.

Modelli di partecipazione delle persone povere o a rischio di povertà nella prevenzione e nella lotta contro la povertà


L’obiettivo dello studio è quello di mostrare come le persone povere o a rischio di povertà possano essere coinvolte nei processi di decisione, pianificazione, attuazione e valutazione delle misure di prevenzione e lotta contro la povertà. A tale scopo, il gruppo di ricerca ha sviluppato basi concettuali fondandosi su lavori scientifici. Inoltre, ha analizzato rapporti di valutazione e racconti di esperienze scritti nonché siti Internet su misure, progetti e programmi partecipativi per la prevenzione e la lotta contro la povertà. Successivamente ha condotto colloqui individuali, per telefono o nell’ambito delle riunioni del gruppo di accompagnamento, con diretti interessati e rappresentanti di organizzazioni non governative (ONG), associazioni e istituzioni. L’analisi è stata svolta a livello comunale, regionale e nazionale, in diverse regioni linguistiche della Svizzera e all’estero.
Nello studio, il gruppo di ricerca ha individuato e presentato diversi modelli di partecipazione, che spaziano dallo sviluppo delle strutture e dei processi delle organizzazioni di servizi pubbliche e private fino alle strutture comuni di autoaiuto. Inoltre, ha definito i presupposti, le sfide e i fattori di successo centrali di tali progetti. I risultati dello studio sono destinati agli specialisti, ai responsabili politici di Cantoni, Città, Comuni e ONG nonché alle persone interessate con una funzione di moltiplicatore. Essi troveranno informazioni utili per la pianificazione, l’attuazione e la valutazione dei progetti di partecipazione nei rispettivi contesti.
I risultati mostrano che la partecipazione delle persone povere o a rischio di povertà è impegnativa, ma realizzabile. La partecipazione può espletare i suoi effetti a livello individuale, istituzionale, politico e sociale. Può contribuire per esempio all’empowerment dei diretti interessati e allo sviluppo di misure politiche e specialistiche maggiormente incentrate sui loro bisogni e dunque più efficaci. Lo studio raccomanda di promuovere la partecipazione, con la dovuta attenzione, a livello comunale, cantonale e federale.
