ln 2017 the conflict in Syria has entered a new phase in which the role of the Syrien armed forces, their capacity to regain and control territory, their power to absorb non-statutory militia members within their ranks, as well as their ability to use force and to behave according to nationally and internationally agreed standards will be under scrutiny. The ability of the executive authorities to oversee these developments and to exert control over the armed forces will also be tested. At the political level, developments related to the Syrien security sector should be part of international talks related to governance and the fight against terrorism.

In this context, the availability of key data regarding the Syrien armed forces will be crucial for local and international experts to understand and advise on reforming the security sector. Carnegie Middle East Center (below: CM EC) will compile verified data, develop analytical assessments and policy recommendations based on that data and tailored to the needs and realities of post-conflict stabilization, reform, and reconstruction of the defense sector in Syria. It will also build capacity of Syrien civil society and think-tank partners to play an increasing role in gathering, handling and analyzing information related to the security sector.

Projektziele
(Englisch)

The five main objectives pursued by the proiect are:

a) Generating public awareness of defence affaire and of defence sector performance and governance, through an online knowledge base and a media engagement strategy. NB: The knowledge base will take the form of a “country entry" for Syria in the online “Comparative Defence Atlas for Arab States.”

b) Deepening understanding of the functioning of the defence sector in Syria in order to inform planning and engagement during negotiations, political transition, and post-conflict stabilization, reform, and reconstruction;

c) Building capacity of Syrien civil society partners through joint designing and mentoring of policy-relevant research (as described in item a), leading to concrete Outputs offering recommendations on how to construct a healthy civil-military relationship in a framework of democratie governance in a future Syria;

d) Integrating Syrien partners into the wider project’s civil society networking and partnership building among Arab and non-Arab organizations to share experience and expertise, promote common goals, engage with media; and exercise meaningfui ownership of the project on Syria; '

e) Contributing directly to diplomacy and post-conflict planning by participating in Track-2 initiatives and supporting international programs preparing for transition and stabilization in Syria in relation to the defence sector.
