Im Jahr 2004 wurde die zweijährige Grundbildung mit eidgenössischem Berufsattest (EBA) eingeführt, verbunden mit der Hoffnung, dass sich dank standardisierter Ausbildungsinhalte die Arbeitsmarktfähigkeit der Absolventen und Absolventinnen und die Durchlässigkeit zu weiterführenden Ausbildungen verbessert. Für Jugendliche, die diese Hürde nicht schaffen, wurde vom Branchenverband INSOS die Praktische Ausbildung (PrA) lanciert. Zu beiden Ausbildungsgefässen liegen bereits Evaluationen vor (Kammermann, Amos, Hofmann, & Hättich, 2009; Kammermann, Hübscher, & Scharnhorst, 2009; Sempert & Kammermann, 2010; Stern, Marti, von Stokar, & Ehrler, 2010). Diese Studie befasst sich vertieft mit der Ausbildungssituation und –qualität und ihren Folgen für die berufliche Integration. Es sollen drei Schwerpunkte bearbeitet werden:

Aktuelle Passung zwischen Lernenden und Ausbildungsangebot und die Frage wie gut die Ausbildungsgefässe aktuell für die Zielgruppe passen.

Lehrvertragsauflösungen als Ausdruck mangelnder Passung: Welches sind die Gründe und Folgen von Lehrtragsauflösungen und wie können Betroffene unterstützt werden?

Berufliche Perspektiven und Übergang in den Arbeitsmarkt: Wie gut sind die Absolventinnen und Absolventen beruflich integriert und wie wird die Durchlässigkeit zu weiterführenden Ausbildungen genutzt.

Zur Vorbereitung dieser Studie wurde vom SBFI eine qualitative Vorstudie angeregt und finanziert, mit dem Ziel, im Gespräch mit Expertinnen und Experten (aus Forschung und Praxis, in Kantone und Branchenverbänden) inhaltliche und methodische Fragen sowie die Machbarkeit zu klären (z.B. Forschungsbedarf, Stichprobenplanung, Organisation der Erhebungen). Die bisherigen Ergebnisse zeigen, dass aus Sicht der Expertinnen und Experten nach wie vor der Bedarf besteht, die Situation in den niederschwelligen Ausbildungsgefässen EBA und PrA vertieft zu untersuchen.

Two-year programmes for the Federal VET Certificate were introduced in 2004 with the hope that standardisation of training content would improve the employability of low-threshold learners and their transition to higher levels of training. For young people who are unable to overcome the various obstacles, the professional organisation representing the interests of institutions for the disabled (INSOS) launched its own practical training programme. Since then, it has been possible to take stock of both types of training (Kammermann, Amos, Hofmann, & Hättich, 2009; Kammermann, Hübscher, & Scharnhorst, 2009; Sempert & Kammermann, 2010; Stern, Marti, von Stokar, & Ehrler, 2010). This study takes an in-depth look at the training situation and quality and their subsequent impact on occupational integration. Three aspects will be taken into consideration:

Current suitability of learners and training options and the question of how well-suited current training options are to the target group.
Apprenticeship contract termination as a sign of unsuitability: what are the reasons and consequences of apprenticeship contract terminations and what support can be provided to those affected?
Career prospects and transitions to the labour market: how well-integrated are qualification holders in their chosen occupation and to what extent do they take advantage of the option to pursue higher levels of training.

In preparation for this study, the State Secretariat for Education, Research and Innovation (SERI) commissioned and funded a qualitative preliminary study with the aim of gathering input from experts (researchers and practitioners at cantonal level as well as professional organisations) to clarify substantive and methodological questions and feasibility (e.g. research needs, survey planning and organisational aspects). Based on input obtained thus far, the experts feel that there is still a need for in-depth analysis of the situation of the two low-threshold training options: two-year VET programmes and practical training.

La formation initiale de deux ans avec attestation fédérale de formation professionnelle (AFP) a été lancée en 2004 dans l’espoir d’améliorer l’employabilité des diplômés et la perméabilité vers des formations plus poussées, grâce à des contenus de formation uniformisés. Pour les jeunes qui ne parviennent pas à franchir ce cap, l’association nationale de branche INSOS a mis sur pied la formation pratique (FPra). Les deux types de formation, AFP et FPra, ont déjà fait l’objet d’évaluations (Kammermann, Amos, Hofmann, & Hättich, 2009; Kammermann, Hübscher, & Scharnhorst, 2009; Sempert & Kammermann, 2010; Stern, Marti, von Stokar, & Ehrler, 2010). La présente étude examine en détail la situation et la qualité de la formation et leurs effets sur l’intégration professionnelle. Elle se concentre sur trois axes principaux:

L’adéquation actuelle entre les personnes en formation et l’offre de formation: dans quelle mesure les types de formation actuels sont-ils adaptés au groupe cible?
La résiliation du contrat d’apprentissage comme expression d’un manque d’adéquation: quelles sont les raisons et les conséquences des résiliations des contrats d’apprentissage et quel soutien apporter aux personnes concernées?
Les perspectives professionnelles et le passage au marché du travail: quel est le niveau d’intégration professionnelle des diplômés et quel usage font-ils de la perméabilité pour entreprendre des formations consécutives?

Pour la préparation de cette étude, le SEFRI a engagé et financé une étude préliminaire qualitative afin d’examiner, avec des experts (issus de la recherche et de la pratique, des cantons et des associations de branches), des questions relatives au contenu, à la méthodologie ainsi qu’à la faisabilité de cette étude (notamment la nécessité de mener des recherches, la préparation de plans de sondage, l’organisation des enquêtes). Sur la base des résultats obtenus jusqu’à présent, les experts estiment qu’il y a toujours lieu d’étudier de manière approfondie la situation dans les types de formation à bas seuil AFP et FPra.

Nel 2004 è stata introdotta la formazione di base su due anni con certificato federale di formazione pratica (CFP) per migliorare le possibilità di inserimento lavorativo e di accesso a livelli di istruzione superiori delle persone in formazione puntando su contenuti standardizzati. Inoltre, per i giovani che hanno difficoltà a portare a termine anche questo percorso, l’associazione di settore INSOS ha ideato un ciclo di formazione pratica. Entrambe le tipologie formative sono già state valutate (Kammermann, Amos, Hofmann e Hättich, 2009; Kammermann, Hübscher e Scharnhorst, 2009; Sempert e Kammermann, 2010; Stern, Marti, von Stokar e Ehrler, 2010). Il presente studio approfondisce gli aspetti legati alla situazione e alla qualità dell’apprendimento, nonché all’efficacia sul piano dell’integrazione professionale, ed è incentrato principalmente su tre temi:

la compatibilità tra l’attuale offerta formativa e le caratteristiche delle persone in formazione e la questione relativa all’adeguatezza delle tipologie formative ai gruppi di destinatari;
lo scioglimento dei contratti di tirocinio come espressione di una compatibilità carente: quali sono i motivi e le conseguenze dello scioglimento di un contratto di tirocinio e come si possono aiutare i giovani coinvolti;
le prospettive professionali e l’inserimento nel mercato del lavoro: qual è il grado di integrazione lavorativa delle persone in formazione e in che misura accedono a livelli di istruzione superiori.

Lo studio è stato preceduto da un’indagine qualitativa preliminare promossa e finanziata dalla SEFRI allo scopo di chiarire – in collaborazione con esperti dei settori della ricerca e della pratica professionale provenienti dai Cantoni e dalle associazioni di settore – le questioni di contenuto e di metodo come pure la fattibilità dello studio (ad es. esigenze di ricerca, pianificazione del campionamento, organizzazione del rilevamento). Stando a quanto emerso finora, gli esperti ritengono che sia tuttora necessario approfondire la situazione relativa alle tipologie formative a bassa soglia (CFP e formazione pratica).
