The Peace Incubator is composed of three areas with specific projects related. The Peace Operations component will Report on relevance of the two UN-peacekeeping reports to the work of the OSCE, and recommendations on how to implement points made by the Panel of Eminent Persons in relation to the SMM. lt will also aim at advancing the debate on further enhancing the OSCE's engagement in peace operations and explore options for security guarantees as part of settlement process of the "frozen" conflicts.
The Economie Connectivity Cluster will consist of a series of meetings at IPI among interested states, external experts, representatives of relevant organizations and private sector partners and will draft guidance for interested states/parties to tackle the issue in a multilateral format. The cluster will aim at strengthening the economic Connectivity in the OSCE region.
The third cluster on bridging the gap between track I and track II has the objective to convene discreet meetings of experts and representatives of the parties to test ideas that could enhance the Geneva International Discussions, Minsk Process and 5+2 processes. It also aims to work on elements related to the settlement of the "frozen conflicts" (like the status of Nagorno-Karabakh and Transdniestria) in support of the mediators and should propose ideas for power-sharing and self-government in eastern Ukraine. These different steps should enable the reinforcement of the links between Track I and Track II in the context of conflict resolution in eastern Ukraine to prevent that part of the country from becoming a "frozen conflict".
These three components of the project should build capacity and knowledge for Switzerland (the HSD, Task Force and Mission in Vienna) in order to follow up on the work under the OSCE chairmanship. It should also empower Switzerland with key guidance in order to strengthen sustainably OSCE capacities in the peace and security domain in order to create stronger peace architecture in Europe and to find a possible solution to the actual crisis in Ukraine.
