Africa is the location of the majority of the world's peace support operations and in this framework the African Union and regional economic communities have become major actors in international peace support operations during the last decade. However, the number and the intensity of the crisis in the region are not decreasing and there is a need to ensure that the actual peace and security responses mechanisms have the capacity to alleviate the suffering of the African populations. This is why the HSD is supporting an evaluation project of the Peace Missions in Africa. The World Peace Foundation (WPF) is preparing an Independent report on the Peace Missions in Africa on the demand on the African Union.

The first phase of the project (taking place until December 2015) consists of Research activities and has also produced an input paper for the UN High Level Panel on Peace Operations. A second phase of the project is planned from December 2015 to July 2016 and will consist of consultations intended to provide a distinctively African perspective into the future of international peace missions in Africa, including both political missions and peace support operations involving armed peacekeepers and police troops. This second phase consists of additional consultation and outreach activities to promote the report and ensure its uptake. The HSD will support the second phase of the project and will send one of its experts to the différent consultations.

The project aims to provide an independent and evidence-based report into peace missions in Africa, drawing upon African expertise and insight, in order to inform an African-led agenda for a new generation of political initiatives in support of peace, and international missions involving armed peacekeepers in the continent.

The project will: generate original research and intellectual leadership on peace missions in Africa; enhance African Union policymaking on peace initiatives and peace support missions and related issues; and contribute to an improved interface between African Union and United Nations policymaking on the design of peace support missions.

Le projet doit aussi permettre à la Suisse de nouer des liens avec l'Union Africaine et ses différents partenaires dans le domaine de la paix et de la sécurité dans le cadre du futur MoU mais aussi des différentes activités de la Suisse au niveau du Peacekeeping et Peacebuilding (ONU, organisations régionales). C'est dans le but de remplir cet objectif qu'un expert DSH participera aux consultations et à la présentation préliminaire du rapport auprès de l'Union Africaine en décembre 2015.
