Für die Zielerreichung der Energiestrategie 2050 sind Kleinwasserkraftwerke (KWK) wesentlich. Die ökologischen Auswirkungen von KWK sind jedoch standortspezifisch. Ein Entscheidungstool soll Planer oder Behörden bei der Einschätzung von geeigneten Standorten/Massnahmen unterstützen. Das Instrument basiert auf bestehenden quantitativen Grundlagen sowie qualitativen Expertenaussagen, die mit der Fuzzy Logic in ein übertragbares Modell einfliessen.

Small hydropower plants (SHP) are essential for the realization of the Swiss Energy Strategy 2050. However the ecological impact of SHP is specific to each location. Through this project, a decision tool should support the involved stakeholders to estimate appropriate locations and measures. This tool is based on existing quantitative information and qualitative statements of SHP experts, which will form a model using Fuzzy set theory.

Die kontroverse Diskussion über Schweizer Kleinwasserkraftwerke (KWKW) zeigt eine klare Divergenz zwischen Schutz- und Nutzungsinteressen auf. Denn bei der Entscheidung über den Bau oder Umbau eines KWKW geht es, neben energetischen und wirtschaftlichen Fragen, um die lokale Ökologie und Nutzungskonflikte. Der Aufwand, um die Auswirkung eines KWKW auf das komplexe Ökosystem zu messen, ist sehr hoch. Deshalb wurde in diesem Projekt mit Hilfe der Fuzzy Set Theorie (FST) ein Entscheidungsinstrument erstellt, das mit linguistischen Aussagen von Experten einschätzen soll, ob sich die detaillierte Prüfung eines KWKW-Gesuchs lohnt. Das Tool besteht aus zwei Stufen: Zuerst wird der geplante Standort allgemein bewertet und daraus der Aufwand abgeleitet, damit die Qualität des Ökosystems erhalten werden kann. Falls sich dieser Aufwand in Grenzen hält, wird in einer 2. Stufe die geplante Anlage bewertet, in dem sie mit dem IST-Zustand verglichen wird. Ein Vergleich mit dem Zustand nach Renaturierungsmassnahmen ist ebenfalls möglich. Die Modellierung wurde anhand von existierenden Anlagen getestet und kalibriert. In der nächsten Projektphase soll das Modell verfeinert und ein benutzerfreundliches Tool öffentlich verfügbar werden.

The controversial discussion on Swiss small hydropower plants (SHP) highlights the divergence between protection interests and claims on resource utilization. The decision on whether to build or modify a SHP needs to be based on local ecology and interests in addition to energy production and costs. Considering the means required to evaluate the complex ecological impact of an SHP are very high. This is why in this project, the authors constructed a model using the Fuzzy Set Theory (FST) that allows using linguistic/qualitative expert information in order to assess whether a more detailed evaluation of a SHP project is recommended. The decision tool consists of two steps. First, the general situation of the planned SHP site can be analysed with respect to sustainability and feasibility and the necessary means to preserve the ecosystem are estimated. If the project seems sustainable, the second step analyses the ecological impact of the SHP installation by comparing the planned situation with the present state as well as other possible states such as in case of renaturation. The model was tested on several existing SHP and calibrated. In the next project phase, it is planned to further adjust the model and implement it in a user-friendly and open-access software.

Le débat controversé sur les petites centrales hydrauliques (PCH) en Suisse est dû aux divergences entre les intérêts d’exploitation et de protection. La construction ou transformation d’une PCH nécessite une prise de décision qui se base sur l’écologie locale, en plus des aspects énergétiques et économiques. Les frais pour évaluer un aspect aussi complexe que l’écosystème ne sont généralement pas proportionnels à la taille de la PCH. Dans ce projet, les auteurs utilisent donc la logique floue (Fuzzy Set Theory, FST) pour créer un instrument décisionnel qui permet d’inclure des informations qualitatives d’experts afin de pouvoir estimer s’il est recommandé d’approfondir l’évaluation d’un projet de PCH. L’outil FST inclut deux phases d’évaluation. La première phase analyse la situation du site prévu et estime les moyens nécessaires pour conserver l’état de l’écosystème. Si ces moyens semblent gérables, dans la deuxième phase, l’installation PCH prévue est comparée avec l’état actuel et d’autres scénarios tels qu’une renaturation du site. Le modèle développé a été testé sur des projets de PCH existants et calibré. Dans la prochaine étape du projet, il est prévu de raffiner le modèle et de mettre à disposition un outil facile à utiliser et distribué publiquement.
