[Arbeitsschritte 1 bis 3] Das Projekt startet mit einer Meta-Analyse zur Literatur und den vorhandenen Datensätzen. Forschungslücken und CH-Eigenheiten werden identifiziert, und das Thema der 5 Fallstudien festgelegt. Sieben bereits durchgeführte Erhebungen werden im Hinblick auf das Forschungsthema (Auswirkungen und Mitnahmeeffekte finanzieller Förderinstrumente) erneut ausgewertet. Präsentation und Diskussion mit der Begleitkommission (Workshop 1).
[Arbeitsschritte 4 bis 6] Die Effekte und Auswirkungen finanzieller Förderinstrumente werden, für die 5 Fallstudien, je Zielgruppe beschrieben. Die Auswirkungen umfassen den Kauf effizienter Fahrzeuge, die Verlagerung von Verkehrsanteilen auf effizientere Fahrzeuge  und auch Rebound-Effekte (Kauf zusätzlicher Fahrzeuge; zusätzliche Fahrleistung). Zwei neue Erhebungen werden durchgeführt und ausgewertet. Die Mitnahmeeffekte bei künftigen Technologien, wo empirische Daten noch nicht vorliegen, werden mittels einer Mikrosimulation modelliert. Präsentation und Diskussion mit der Begleitkommission (Workshop 2).
[Arbeitsschritte 7+8] Aus der Metaanalyse sowie der Auswertung bestehender neu erhobenen Datensätze werden wir ein Analysetool für die ex-ante Beurteilung erarbeiten. Es soll an den Fallbeispielen erprobt werden. Die Erkenntnisse werden in einem Schlussbericht zusammengefasst und mit der Begleitkommission besprochen. Erstellung eines SVI-Merkblatts zur optimalen Ausgestaltung von finanziellen Fördermassnahmen für effiziente Fahrzeuge.

[Work packages 1 to 3] The project starts with a meta-analysis of the literature and data from existing surveys. Gaps in knowledge and specific Swiss circumstances are identified, and the 5 case studies are defined. Seven existing survey data sets are re-analyzed with regard to effects of financial incentives for efficient cars. Presentation and discussion with the advisory board (Workshop 1).
[Word packages 4 to 6] For the 5 case studies, effects and impacts of financial incentives are described for each target group. Effects include the purchase of efficient cars, increased mileage of exisiting efficient cars, and rebound effects (purchase of additional cars; driving more). Two new surveys are conducted and analyzed. The carry-on effects for new technologies will be modelled, as empirical data does not exist yet. Presentation and discussion with the advisory board (Workshop 2).
[Work packages 7+8] Based on the meta-analysis and the results from the exisiting and the new data sets, an analysis tool for ex ante assessment of possible future policy options will be deveploped. It will be tested for the five case studies. All findings and results are described in a final report; presentation and discussion with advisory board. Compilation of SVI-Merkblatt for the optimal design of financial incentives for energy-efficient new cars.

Objectifs du projet (Allemand)

Die energie- und klimapolitischen Ziele werden zur Anpassung heutiger sowie zur Einführung neuer Förderinstrumente für effiziente Personenwagen führen. Ziel des Forschungsprojekts ist deshalb die Ex-Ante-Analyse möglicher künftiger Förderinstrumente, zwecks Erhöhung der Effektivität und Effizienz. Dazu werden die Effekte und Auswirkungen unterschiedlicher Arten von finanziellen Förderinstrumenten auf Autokauf und -nutzung analysiert und quantifiziert. Neben direkt wirkenden finanziellen Instrumenten sind auch indirekte Förderprogramme zu untersuchen. Auch Massnahmen-Mixes werden untersucht. Die Untersuchungen beziehen sich auf privat und geschäftlich eingesetzten Personenwagen. Es wird aufgezeigt, wie Mitnahme- und Rebound-Effekte eingedämmt werden können. Empfehlungen für die optimale Ausgestaltung und Kombination der Instrumente werden formuliert.

Objectifs du projet (Anglais)

The energy and climate policy goals will lead to the adaptation of existing and the introduction of new incentives for energy-efficient passenger cars. Research goal is the ex ante analysis of possible future incentive schemes, in order to improve their efficacy and efficiency. For this, the effects and impacts of different financial incentive schemes on car purchase and car usage are analysed and quantified. Indirect incentives are also investigated. Mixes of different policy instruments are analyzed as well. Both private and commercial cars are addressed. It is shown, how carry-on and rebound effects can be contained. Recommendations are given for the optimal design and combination of policy instruments.
