The Federal Office of Public Health FOPH contributed financially to an overall evaluation of the Quality Action project (2013-2016), a Joint Action project with the aim to improve the quality of HIV prevention in Europe through capacity building and the applications of five quality improvement (QI) tools specifically developed for HIV prevention. The FOPH-contribution was specifically to complement the quantitative evaluation by a qualitative evaluation study. This study presents the findings of the qualitative evaluation study carried out during the second half of the project with three objectives to assess (see below).
Assessment of:
(1) usefulness of and satisfaction with the capacity building (training and technical support) delivered by the Quality Action project;
(2) first experiences (successes and challenges) with the practical QI tool applications; and
(3) the perceived future potential of quality improvement and QI tools.
Qualitative data (nine focus group discussions with 73 participants) and eight in-depth interviews with European level trainers and work-package leaders were organised at the European training workshop part 2, at 4 different training sites between October 2014 and February 2015. Data were analysed inductively using a content-analytic approach to answer the specific evaluation questions (objectives).
