HSD mandates the Center for Democracy Studies Aarau (ZDA) with drafting a study on the Sudanese constitutional setting. The study aims at supporting the efforts of the Sudanese government to review its national constitution. The drafting of thls study was explicitly requested by the Sudanese government. Its first draft shall be presented in Khartoum by mid March 2013. The final study shall be submitted to the government of Sudan latest by the end of March 2013

ZDA will deliver a study of the "Interim National Constitution of the Republic of the Sudan, 2005".

• The main objectives of the proposed study are three-fold:

1. To critically evaluate the existing constitutional framework in Sudan

2. To provide some comparative insights on constitution-making exercises which may be relevant to Sudan

3. To assess various pathways of constitutional design and their advantages/disadvantages

• The proposed study will consist ot three Substantive parts:

Pari I: Comparative review of constitutional making processes across time and space

Part II: Analysis of the existing constitutional framework governing Sudan

Part III: Evaluation of models of constitutional design relevant to Sudan

• It Is expected that the study will support the government of Sudan in drafting an inclusive and transparent constitution making process.
