To provide a critical evaluation of the case for creating a completely new, survey-derived system for generating the core data needed for evidence-based peacebuilding and state-building (PBSB) policies in war-affected and other fragile states
- To examine the technical, administrative, financial and, not least, political viability of creating a survey-derived system for evidence-based PBSB-policies.
- To examine the most likely obstacles—methodological, political, organizational and financial—to the successful implementation of MDG-type surveys in fragile states and how they might be addressed
- To address the question of which international agency, or agencies, could take on the responsibility for collating the global data and making it publicly accessible, while also ensuring the viability and continuity of the ongoing data collection and collation effort.
