Das Wesentliche in Kürze

Die Eidgenössische Finanzkontrolle (EFK) hat eine Evaluation der Konzeption, Kosten und Wir- kungen der Strukturverbesserungsmassnahmen zugunsten der Landwirtschaft durchgeführt. Diese Massnahmen umfassen Investitionshilfen in Form zinsloser Investitionskredite aus Bundesmitteln (Fonds de Roulement) und nicht rückzahlbarer Beiträge à fonds perdu von Bund und Kantonen. Im Jahr 2013 betrugen die Bundesausgaben dafür 139 Mio. Franken oder 3,75 % der Ausgaben für Landwirtschaft und Ernährung. Die Evaluation konzentrierte sich auf den Teilbereich der einzel- betrieblichen  Investitionshilfen  im  Hochbau  von  2003 bis 2013.  Sie  stützte  sich  auf  die  ent- sprechende Vollzugsdatenbank ab, auf Buchhaltungsdaten ausgewählter Betriebe sowie auf eine Betriebsleiterbefragung.

Insgesamt keine gravierenden Mängel

Die Investitionshilfen beruhen auf einer Konzeption mit Zielen, Massnahmen und detaillierten För- derkriterien. Es sind bei den untersuchten einzelbetrieblichen Investitionshilfen im Hochbau keine unkontrollierten Kostensteigerungen festzustellen. Die Verteilung der Mittel entspricht in verschie- dener Hinsicht der angestrebten Richtung, etwa durch eine stärkere Förderung im Berggebiet so- wie die Förderung des Strukturwandels zugunsten grösserer Produktionseinheiten. Verschiedene Wirkungsindikatoren bei den untersuchten Gebäudeinvestitionen zeigen ebenfalls in die ge- wünschte Richtung. Die Investitionshilfen lösen zusätzliche Investitionen aus und verstärken damit die entsprechenden Wirkungen.

Von den untersuchten einzelbetrieblichen Investitionskrediten im Hochbau flossen 47 % in die Tal- zone, 16 % in die Hügelzone und 37 % ins Berggebiet, von den entsprechenden Beiträgen 80 % ins Berggebiet und 20 % in die Hügelzone. Von den Investitionskrediten kamen 78 % Betrieben mit überdurchschnittlicher Landwirtschaftlicher Nutzfläche zugute, von den Beiträgen sogar 87 %. Der Anteil der Investitionshilfen im Verhältnis zu den Projektkosten steigt mit der Fläche der Betriebe kontinuierlich an, während gleichzeitig die Projektkosten und die Investitionshilfen pro Flächen- einheit stetig fallen. Die Investitionshilfen unterstützen damit den Strukturwandel in Richtung grös- serer Produktionseinheiten. Dabei wird (möglicherweise zielkonform) eher der Strukturwandel innerhalb der einzelnen Zonen als eine Verschiebung der landwirtschaftlichen Tätigkeiten zwischen den Zonen gefördert.

Der von der EFK berechnete durchschnittliche jährliche Gesamtwert der Subventionen für die knapp 1900 geförderten Investitionen im landwirtschaftlichen Hochbau (bestehend aus den nicht rückzahlbaren Beiträgen und dem Subventionswert der rückzahlbaren Investitionskredite) belief sich zwischen 2003 und 2013 auf 86 Mio. Franken oder 10 % der Gesamtsumme der unterstützten Investitionen. Dieser Anteil sank aber von 15 % zu Beginn auf 6,5 % am Ende dieser Periode. Da- bei spielten die sinkenden Zinssätze eine wesentliche Rolle.

Verbesserungspotenziale in Teilbereichen der Konzeption und Wirkungen

Die Förderstrategie ist in Teilaspekten nicht klar genug. Dies betrifft besonders die Transparenz der Ziele, die Ausrichtung der Massnahmen auf die Ziele und die Überprüfung der Zielerreichung. Für die angestrebte Verbesserung der Lebensverhältnisse und den Beitrag zu ökologischen Zielen sind keine genaueren Definitionen und keine angemessenen operationellen Teilziele ersichtlich. Die Überprüfung der Zielerreichung wird dadurch erschwert. Die Investitionskredite für den Neu- und Umbau von Wohngebäuden im Umfang von jährlich rund 50 Mio. Franken sind im Unterschied zu anderen Massnahmen kaum zur Senkung der Produktionskosten geeignet. Die Überprüfung der Zielerreichung ist bisher kaum Teil der Konzeption der Investitionshilfen. Hinter der Ausweitung der Investitionshilfen auf zusätzliche Subventionsempfänger wie etwa gewerbliche Kleinbetriebe kann die EFK keine hinreichende Konzeption erkennen.

Gemäss den Resultaten der Betriebsleiterbefragung der EFK wären ein Viertel bis ein Drittel der geförderten Investitionsprojekte auch ohne Investitionshilfen genau gleich umgesetzt worden, diese hatten insofern keine Wirkungen. In den übrigen Fällen führten die Investitionshilfen vor allem dazu, dass öfter, grösser und früher investiert wurde. Bei weniger als einem Zehntel der Fälle wurde die Art und Weise der Investition beeinflusst. Somit dürften die landwirtschaftlichen Investi- tionen (mitsamt ihren positiven oder gegebenenfalls auch negativen Auswirkungen) durch die In- vestitionshilfen eher quantitativ ausgeweitet als qualitativ verändert werden.

Die Betriebsleiterbefragung sowie die untersuchten aggregierten Buchhaltungsdaten der Zentralen Auswertung von Agroscope zur Globalproduktivität deuten auf geringe bis mittlere produktions- kostensenkende Wirkungen der Investitionshilfen hin. Bei weiteren Indikatoren zu den Wirtschafts- verhältnissen (Einkommen, Produktivität und Rentabilität gemäss Buchhaltungsdaten) konnten mittlere bis hohe positive Wirkungen festgestellt werden. Gemäss Betriebsleiterbefragung ver- bessern Investitionen sowohl Arbeitsbedingungen als auch Lebensqualität deutlich. Sowohl die Betriebsleiterbefragung als auch die Analyse der Buchhaltungsdaten weisen auf eine positive und eher hohe Wirkung von Investitionen auf den Tierschutz hin. Investitionen mit Investitionshilfen schneiden zudem besser ab als jene ohne, insbesondere aufgrund zusätzlicher finanzieller Anreize für besonders tierfreundliche Stallungssysteme. Die Betriebsleiterbefragung lässt auf geringe bis mittlere positive Umweltwirkungen schliessen, die Analyse der Buchhaltungsdaten auf praktisch keine entsprechenden Wirkungen. Im Umwelt- und Tierschutzbereich werden die Investitionshilfen teilweise genutzt, um die Weiterführung des Betriebs nach der Erhöhung gesetzlicher Anforde- rungen zu erlauben.

Investitionen in Wohngebäude nicht weiter fördern

Die EFK hat vier Empfehlungen zuhanden des Bundesrates bzw. des Bundesamts für Landwirt- schaft formuliert. Sie empfiehlt (1) die Weiterführung der Investitionskredite für Wohngebäude zu überprüfen, (2) mit geeigneten Massnahmen die Produktionskosten zu senken und die Wirtschaft- lichkeit zu fördern, (3) bei der Weiterentwicklung der Agrarpolitik die Kohärenz der Investitionshilfen mit den Direktzahlungsinstrumenten zu erläutern und zu systematisieren sowie (4) den Beitrag der Investitionshilfen zu ökologischen Zielen zu konkretisieren.

Investment grants in agriculture

Evaluation of the concept, costs and effectiveness

Key facts

The Swiss Federal Audit Office (SFAO) conducted an evaluation of the concept, costs and impact of structural measures for agriculture. These measures include investment grants in the form of interest-free   investment  credits   from   federal   funds   (working   capital)   and   non-repayable contributions from the Confederation and the cantons. In 2013, federal expenditure on this was CHF 139 million or 3.75% of the expenditure on agriculture and food. The evaluation concentrated on the sub-segment of the single farm investment grants in non-residential buildings from 2003 to 2013. It was based on the corresponding enforcement database, on accounting data from selected farms and on a farm manager survey.

Overall no serious shortcomings

The investment grants are based on a concept with objectives, measures and detailed criteria for financial assistance. No uncontrolled cost increases were discovered in the single farm investment grants in non-residential buildings examined. The distribution of funds is in line with the different aspects of the direction sought, for example through more support for the mountainous regions and support for structural change in favour of bigger production units. Various impact indicators in the examined building investments are also pointing in the right direction. The investment grants trigger additional investments and thereby boost the corresponding impact.

47% of the examined single farm investment credits in non-residential buildings were received by the valley regions, 16% by the upland regions and 37% by the mountainous regions. 80% of the corresponding contributions were received by the mountainous regions and 20% by the upland regions. 78% of farms with an above-average agricultural land area benefited from the investment credits, while 87% benefited from the contributions. The proportion of project costs made up of investment grants rises continually with the area of the farm whereas at the same time, the project costs and the investment grants per unit of area fall continuously. The investment grants thus support the structural shift towards bigger production units. In this way, it is more likely (and possibly in line with the objectives) that it is the structural shift in the individual zones which is being promoted as opposed to a shift in agricultural activities between the zones.

The average annual total value of the subsidies for around 1,900 subsidised investments in agricultural non-residential buildings calculated by the SFAO (consisting of non-repayable contributions and the subsidy value of the repayable investment credits) amounted to CHF 86 million or 10% of the total amount of the supported investments between 2003 and 2013. However, this proportion dropped from 15% at the start of this period to 6.5% at the end of it. Falling interest rates played a significant role here.

Room for improvement in the concept and impact areas

The support strategy is not clear enough on individual aspects. This particularly concerns the transparency of the objectives, the alignment of the measures with the objectives and the verification of whether the objectives have been met. There is a lack of more specific definitions and appropriate operational sub-objectives for the improvement sought in living conditions and the contribution to environmental objectives. This makes it difficult to verify the achievement of objectives.  In  contrast  to  other  measures,  the  investment  credits  for  the  constru ction  and refurbishment of residential buildings amounting to some CHF 50 million annually are ill -suited for reducing production costs. Up to now, verifying the achievement of objectives has barely been part of the concept for investment grants. The SFAO could not find any adequate concept behind  extending  the  investment  grants  to  additional  subsidy  recipients  such  as  small commercial businesses.

According to the results of the SFAO's farm manager survey, between a quarter and one third of the subsidised investment projects would have been implemented in exactly the same way even without the investment assistance; in this respect, they had no impact. In the other cases, the investment grants above all led to investments being made earlier, more often and to a greater amount. The type of investment was influenced in less than 10% of the cases. The use of the agricultural grants are more likely to result in a quantitative expansion than in a qualitative change of the agricultural investments (including their positive or possibly negative consequences).

The farm manager survey and the examined aggregated accounting data from Agroscope's central analysis of global productivity point to the investment grants having a low to medium impact on cost reduction. In the case of other indicators of the economic conditions (income, productivity and profitability in line with accounting data), a medium to high positive impact was identified. In accordance with the farm manager survey, investments not only significantly improve working conditions but quality of life as well. Both the farm manager survey and the analysis of the accounting data point to a positive and increased impact of investments on animal protection. Moreover, investments with investment grants perform better than those without them, in particular due to the additional financial incentives for particularly animal-friendly stabling systems. The farm manager survey indicates a low to medium positive environmental impact while the analysis of the accounting data indicates practically no corresponding impact. In the environmental and animal protection domain, some of the investment grants are used to enable the business to continue after statutory requirements are raised.

Investments in residential buildings should no longer be promoted

The SFAO has formulated four recommendations for the attention of the Federal Council and the Federal Office for Agriculture. It recommends (1) reviewing the continuation of investment credits for residential buildings, (2) reducing production costs with appropriate measures and promoting cost effectiveness, (3) explaining and systematising the coherence of investment grants with direct payment instruments for the further development of agricultural policy, and (4) specifying the contribution of investment grants to environmental objectives.

L’essentiel en bref

Le Contrôle fédéral des finances (CDF) a évalué la conception, les coûts et les effets des mesures d’améliorations structurelles en faveur de l’agriculture. Ces mesures comprennent des aides à l’investissement sous forme de crédits d’investissement sans intérêts financés par des fonds fédéraux (fonds de roulement) et de contributions non remboursables (à fonds perdu) de la Confédération et des cantons. En 2013, les dépenses de la Confédération à cet effet ont atteint 139 millions de francs, soit 3,75% des dépenses consacrées à l’agriculture et à l’alimentation. L’évaluation a porté principalement sur les aides individuelles à l’investissement octroyées pour les constructions rurales de 2003 à 2013. Elle s’est fondée sur la banque de données relatives à l’exécution, sur les données comptables de certaines exploitations et sur une enquête auprès des exploitants agricoles.

Globalement pas de graves lacunes

Les aides à l’investissement reposent sur une conception avec des objectifs, des mesures et des critères de soutien détaillés. Aucune hausse de coûts incontrôlée n’a été constatée au niveau des  aides  individuelles  à  l’investissement  pour  les  constructions  rurales  examinées.  La répartition des ressources est sous divers aspects conforme aux objectifs visés (par ex. un soutien plus marqué dans les régions de montagne ou un soutien du changement structurel en faveur de plus grandes unités de production). Divers indicateurs d’efficacité montrent que les investissements dans  les bâtiments examinés sont également conformes aux  objectifs. Les aides à l’investissement génèrent des investissements supplémentaires, renforçant ainsi les effets visés.

Les crédits individuels d’investissement pour les constructions rurales ont été destinés à raison de 47% à la zone de plaine, de 16% à la zone des collines et de 37% à la région de montagne et les contributions correspondantes ont été versées à raison de 80% à la région de montagne et de 20% à la zone des collines. Les exploitations ayant une surface agricole utile supérieure à la moyenne ont bénéficié de 78% des crédits d’investissement , et même de 87% des contributions. La part des aides à l’investissement par rapport aux coûts de projet s’accroît de façon continue proportionnellement à la surface des exploitations tandis que les coûts de projet et les aides à l’investissement par unité de surface diminuent simultanément. Les aides à l’investissement favorisent ainsi le changement structurel vers de plus grandes unités de production. En l’occurrence, elles sont versées principalement afin d’encourager un changement structurel au sein des différentes zones plus qu’un transfert des activités agricoles entre les zones , ce qui est probablement conforme aux objectifs.

La   valeur   totale   annuelle   moyenne   des   subventions  calculée   par   le   CDF   pour   les investissements soutenus (près de 1900) en matière de constructions rurales (comprenant les contributions  non  remboursables et  la  valeur  des  subventions  des  crédits  d’investisse ment remboursables) s’est montée à 86 millions de francs de 2003 à 2013, soit à 10% du montant total des investissements soutenus. Ce pourcentage a reculé, passant de 15% à 6,5% entre le début et la fin de la période en question. La baisse des taux d’intérêt y a joué un rôle essentiel.

Potentiels d’améliorations en matière de conception et d’effets

Certains aspects de la stratégie de subventionnement ne sont pas suffisamment clairs, notamment la transparence des objectifs, l’orientation des mesures vers les objectifs et l’évaluation de l’atteinte des objectifs. En ce qui concerne l’amélioration visée des conditions de vie et la contribution à des objectifs écologiques, des définitions précises et des objectifs opérationnels partiels adéquats manquent, ce qui complique l’évaluation de l’atteinte des objectifs. Les crédits d’investissement de quelque 50 millions  de  francs  par  an  pour  la  construction et  la  transformation de  bâtiments d’habitation sont peu appropriés pour réduire les coûts de production, à la différence d’autres mesures. Jusqu'à présent, l’évaluation de l’atteinte des objectifs n’a guère été prise en compte dans la conception des aides à l’investissement. De même, avec l’extension des aides à l’investissement  à  des  bénéficiaires  de  subventions  supplémentaires  tels  que  les  petites entreprises artisanales, le CDF ne reconnaît aucune conception adéquate.

Selon les résultats de l’enquête du CDF auprès des exploitants agricoles, un quart à un tiers des projets d’investissement soutenus auraient été réalisés exactement de la même manière sans aides à l’investissement; celles-ci n’ont donc pas eu d’effet dans ces cas. Dans les autres cas, les aides  à  l’investissement  ont  généré  des  investissements  plus  fréquents,  plus  importants  et effectués plus tôt. Dans moins de 10% des cas, elles ont influencé la façon de réaliser l’investissement. Les aides à l’investissement semblent donc plutôt accroître le nombre des investissements agricoles que modifier leur qualité (et leurs conséquences positives ou, dans certains cas, négatives).

L’enquête auprès des exploitants agricoles et l’examen des données comptables agrégées du dépouillement centralisé d’Agroscope concernant la productivité globale indiquent que les aides à l’investissement entraînent des baisses des coûts de production faibles ou moyennes. En ce qui concerne d’autres indicateurs de la situation économique (revenu, productivité et rentabilité selon les données comptables), des effets positifs et plutôt marqués sont constatés. L’enquête auprès des exploitants agricoles a révélé que les investissements améliorent notablement les conditions de travail et la qualité de vie. Tant l’enquête auprès des exploitants agricoles que l’analyse des données comptables montrent un effet positif assez élevé des investissements sur la protection des animaux. La situation est en outre meilleure lorsque les investissements sont financés au moyen d’aides à l’investissement, notamment en raison d’incitations financières supplémentaires  en  faveur  de  systèmes  de  stabulation  particulièrement  respectueux  des animaux. L’enquête auprès des exploitants agricoles fait ressortir des effets positifs faibles à moyens sur l’environnement, alors que l’analyse des données comptables n’en révèle pratiquement pas. Dans le cas de la protection de l’environnement et des animaux, les aides à l’investissement sont en partie utilisées pour permettre la poursuite de l’exploitation après une augmentation des exigences légales.

Cesser de soutenir les investissements dans les bâtiments d’habitation

Le CDF a formulé les quatre recommandations suivantes à l’intention du Conseil fédéral et de l’Office fédéral de l’agriculture: (1) examiner le maintien des crédits d’investissement pour les bâtiments d’habitation; (2) réduire les coûts de production au moyen de mesures appropriées et favoriser la rentabilité; (3) concernant l’évolution future de la politique agricole, expliquer et systématiser  la  manière  adéquate  de  coordonner  les  aides  à  l’investissement  avec  les instruments de paiements directs; (4) concrétiser la contribution des aides à l’investissement afin d’atteindre les objectifs écologiques.

L’essenziale in breve

Il Controllo federale delle finanze (CDF) ha valutato la concezione, i costi e gli effetti dei provvedimenti adottati per i miglioramenti strutturali a favore dell’agricoltura. Questi provvedimenti comprendono aiuti agli investimenti sotto forma di crediti d’investimento senza interessi finanziati da fondi federali (fondi di rotazione) nonché contributi non rimborsabili (a fondo perso) versati da Confederazione e Cantoni. Nel 2013 le rispettive uscite della Confederazione hanno raggiunto i 139 milioni di franchi, ovvero il 3,75 % delle uscite per l’agricoltura e l’alimentazione. La valutazione si è concentrata sugli aiuti individuali agli investimenti per le costruzioni realizzate tra il 2003 e il 2013 (settore parziale). Essa si è fondata sulla banca dati inerente all’esecuzione, sui dati contabili di aziende scelte e su un sondaggio effettuato presso i capiazienda.

In generale non vi sono lacune gravi

Gli aiuti agli investimenti si basano su una concezione che prevede obiettivi, provvedimenti e criteri di  promozione  dettagliati.  Dall’esame  degli  aiuti  individuali  agli  investimenti  versati  per  le costruzioni non sono emersi aumenti eccessivi dei costi. La ripartizione delle risorse corrisponde sotto diversi aspetti agli obiettivi prefissati, ad esempio attraverso una maggiore promozione della zona di montagna e la promozione della trasformazione strutturale a favore di unità produttive più grandi. Diversi indicatori di efficacia mostrano che anche gli investimenti negli edifici esaminati vanno nella direzione desiderata. Gli aiuti agli investimenti generano ulteriori investimenti e rafforzano quindi gli effetti auspicati.

Per quanto concerne gli  aiuti individuali agli investimenti per le costruzioni, il 47 per cento è confluito nella zona di pianura, il 16 per cento nella zona collinare e il 37 per cento nella zona di montagna. Per quanto concerne invece i corrispondenti contributi, l’80 per cento è stato versato alla zona di montagna e il 20 per cento alla zona collinare. Le aziende con una superficie agricola utile sopra la media hanno beneficiato del 78 per cento dei crediti d’investimento e addirittura dell’87 per cento dei contributi. La quota degli aiuti agli investimenti in relazione ai costi di progetto cresce proporzionalmente all’aumento della superficie delle aziende, mentre nel contempo i costi di progetto e gli aiuti agli investimenti per singola unità di superficie diminuiscono costantemente. Gli aiuti agli investimenti favoriscono quindi la trasformazione strutturale verso unità produttive più grandi. Questo significa che viene promossa piuttosto la trasformazione strutturale all’interno delle singole  zone  anziché  un  trasferimento  delle  attività  agricole  tra  le  zone  (probabilmente  in conformità agli obiettivi).

Tra il 2003 e il 2013 il valore complessivo medio annuo dei sussidi calcolati dal CDF per gli investimenti promossi (circa 1900) nelle costruzioni rurali (compresi i contributi non rimborsabili e il valore dei sussidi dei crediti d’investimento rimborsabili) è ammontato a 86 milioni di franchi, ovvero al 10 per cento della somma totale degli investimenti sussidiati. Questa percentuale è tuttavia diminuita, passando dal 15 per cento all’inizio al 6,5 per cento alla fine del periodo in questione. Al riguardo la diminuzione dei tassi d’interesse ha giocato un ruolo importante.

Potenziali di miglioramento per quanto riguarda la concezione e gli effetti

Alcuni aspetti parziali della strategia di promozione non sono sufficientemente chiari, in particolare la trasparenza degli obiettivi, l’orientamento dei provvedimenti sugli obiettivi e la verifica del raggiungimento degli obiettivi. Per quanto riguarda il miglioramento delle condizioni di vita e il contributo al raggiungimento di obiettivi ecologici, mancano definizioni precise e adeguati obiettivi operativi parziali. Di conseguenza la verifica del raggiungimento degli obiettivi diviene difficoltosa. A differenza di altri provvedimenti, i crediti d’investimento per la costruzione e la trasformazione di edifici d’abitazione, pari a circa 50 milioni di franchi all’anno, non sono propriamente adatti per diminuire i costi di produzione. Finora la verifica del raggiungimento degli obiettivi non è presa in considerazione nella concezione degli aiuti agli investimenti. Secondo il CDF l’estensione degli aiuti agli investimenti a ulteriori beneficiari di sussidi come le piccole aziende artigianali non rappresenta una concezione sufficiente.

Dai risultati del sondaggio effettuato dal CDF presso i capiazienda è emerso che un quarto fino a un terzo dei progetti d’investimento sussidiati sarebbero stati realizzati nello stesso modo, anche senza gli aiuti agli investimenti. Questi aiuti non hanno quindi avuto alcun effetto. Negli altri casi gli aiuti agli investimenti hanno determinato soprattutto investimenti più frequenti, più importanti e anticipati. Nel meno del 10 per cento dei casi questi aiuti hanno influenzato il modo di realizzare l’investimento. Di conseguenza, gli aiuti agli investimenti influiscono piuttosto sulla quantità che sulla qualità degli investimenti agricoli (compresi gli effetti positivi ed eventualmente negativi).

Il sondaggio effettuato presso i capiazienda nonché l’esame dei dati contabili aggregati dell’Analisi centralizzata di Agroscope relativi alla produttività globale indicano che gli aiuti agli investimenti hanno un effetto debole o medio sulla riduzione dei costi di produzione. Per quanto riguarda gli altri indicatori relativi alla situazione economica (reddito, produttività e redditività secondo i dati contabili) è stato possibile constatare effetti positivi medi a elevati. Secondo il sondaggio effettuato presso i capiazienda, gli investimenti migliorano notevolmente le condizioni di lavoro e la qualità di vita. Sia il sondaggio che l’analisi dei dati contabili mostrano che gli investimenti hanno un effettivo positivo e piuttosto importante sulla protezione degli animali. I risultati sono migliori se gli investimenti sono finanziati con gli aiuti agli investimenti, in particolare perché gli incentivi finanziari supplementari favoriscono sistemi di stabulazione particolarmente rispettosi degli animali. Il sondaggio effettuato presso i capiazienda lascia supporre che gli effetti ambientali positivi sono deboli a medi, mentre dall’analisi dei dati contabili non emerge praticamente nessun effetto di questo tipo. Nel settore dell’ambiente e della protezione degli animali gli aiuti agli investimenti vengono in parte utilizzati per permettere la continuazione dell’esercizio anche dopo l’aumento delle esigenze legali.

Cessare di promuovere gli investimenti a favore di edifici di abitazione

Il CDF ha formulato quattro raccomandazioni all’attenzione del Consiglio federale e dell’Ufficio federale dell’agricoltura (UFAG): (1) continuare a verificare i crediti d’investimento per gli edifici di abitazione, (2) adottare provvedimenti adeguati per ridurre i costi di produzione e promuovere l’economicità, (3) chiarire e sistematizzare la coerenza degli aiuti agli investimenti nell’evoluzione della politica agricola con strumenti di pagamento diretti, (4) concretizzare il contributo degli aiuti agli investimenti a obiettivi ecologici.
